พัฒนาองค์ความรู้การจัดการขยะชุมชนน้ำเสีย กิจกรรมพัฒนาองค์ความรู้การจัดการขยะชุมชน

Abstract

โครงการให้คำปรึกษาแนะนำแก่สถานประกอบการ ด้านส่งเสริมการให้ความรู้ในการบำบัดน้ำเสียจากภาคอุตสาหกรรม เป็นกิจกรรมนำร่องภายใต้โครงการพัฒนาองค์ความรู้การจัดการขยะชุมชนและน้ำเสียของจังหวัดกำแพงเพชร ที่ทางสำนักงานอุตสาหกรรมจังหวัดกำแพงเพชร เป็นหน่วยดำเนินการตามยุทธศาสตร์พัฒนาจังหวัดกำแพงเพชร ที่มีนโยบายในการแก้ไขปัญหาขยะชุมชนและน้ำเสียทั้งจากชุมชน ภาคการเกษตรและภาคอุตสาหกรรม เพื่อให้เป็นเมืองน่าอยู่ ปลอดภัย มีความสมดุลต่อการดำรงชีพของประชาชน โดยได้ดำเนินการกิจกรรมนี้ต่อเนื่องจากกิจกรรมการให้ความรู้แก่โรงงานทั่วไป หน่วยงานภาครัฐ ภาคเอกชน และประชาชนทั่วไป เริ่มจากการคัดเลือกโรงงานต้นแบบ 3 แห่ง ที่มีแผนการผลิตสม่ำเสมอ มีปริมาณน้ำเหลือ น้ำทิ้ง หรือ มีการใช้น้ำในกระบวนการผลิตจำนวนมาก และผู้ประกอบการมีความพร้อมในการให้ความร่วมมือพัฒนาระบบ และทีมบุคลากร ในการปรับปรุงด้านจัดการน้ำเสีย และสนับสนุนการผลิตที่เป็นมิตรกับสิ่งแวดล้อมเป้าหมายของโรงงานต้นแบบที่เข้าร่วมโครงการ คือ การพัฒนาบุคลากร ให้มีความรู้ และมีแนวทางในการจัดการน้ำเสีย เพื่อลดข้อร้องเรียนจากชุมชนใกล้เคียง ด้านปัญหาน้ำเสีย และมลพิษอื่นๆ จากโรงงาน อย่างเป็นระบบ สามารถเป็นตัวอย่างโรงงานต้นแบบ ให้โรงงานอื่น ได้เรียนรู้แนวทาง นำไปประยุกต์ในวงกว้าง สอดคล้องกับวัตถุประสงค์ของโครงการ ที่ต้องการกำหนดแนวทางและวิธีการในการบริหารจัดการน้ำเสียอย่างเป็นระบบให้แก่ภาคอุตสาหกรรมอื่นๆ ต่อไป แนวทางในการดาเนินโครงการ โดยทีมผู้เชี่ยวชาญ ที่ปรึกษา ด้านการจัดการสิ่งแวดล้อม และด้านจัดการน้ำเสียในอุตสาหกรรม เน้นการร่วมคิด ร่วมวางแผน ปฏิบัติการร่วมกับผู้ประกอบการ และทีมพนักงานที่หน้างานจริง ดังต่อไปนี้ • การประเมิน วินิจฉัย ถึงผลกระทบ และสาเหตุของปัญหาด้านน้ำเสีย มลพิษต่างๆ ของโรงงาน • ให้ความรู้ในการปรับปรุงด้านการบำบัด และ จัดการน้ำเสีย รวมทั้งการจัดการมลพิษอื่นๆ ที่มีในโรงงาน • การคำนวณปริมาณน้ำฝน เพื่อวางแผนปรับปรุง การรองรับน้ำฝนของลำราง คูคลอง และบ่อบำบัดน้ำเสีย • แนะนำการออกแบบ เพื่อสร้าง และปรับปรุง เส้นทาง ขนาด และทิศทางไหล ของลำราง คูคลอง บ่อน้ำ • ปฏิบัติตามแผนงาน ติดตาม เรียนรู้ ต่อยอด เพื่อพัฒนาแผนงานให้ดำเนินได้อย่างเป็นระบบ และต่อเนื่อง ผลการดำเนินโครงการในโรงงานต้นแบบทั้ง 3 แห่ง ที่มีลักษณะกิจการแตกต่างกัน สรุปได้ดังนี้ โรงงานต้นแบบที่ 1 “ลานตากมันสำปะหลัง” ที่ไม่ได้มีการใช้น้ำในการผลิตปริมาณมาก ปัญหาน้ำเสียหลักๆ จะเกิดในช่วงการผลิตตามฤดูกาลเก็บเกี่ยวมันสำปะหลัง ช่วงเดือน พ.ย.-มี.ค. ในกรณีที่มีฝนหลงฤดู การมุ่งแก้ปัญหามีดังนี้ 1. ขุดคลองคู่ขนานบายพาสน้ำฝน แยกออกจากคลองที่รองรับน้ำชะจากลานมัน เพื่อลดปริมาณน้ำที่จะบำบัด 2. ขุดบ่อบำบัดนาเพิ่มทั้ง 2 ด้าน โดยเพิ่มปริมาณบ่อให้เพียงพอกับน้ำฝนที่ชะลานมัน ตามการคำนวณ 3. เพิ่มระบบการดูดซับ และกรองน้ำด้วยการให้น้ำชะลานไหลวน ผ่านป่าต้นปาล์มน้ำมัน ซึ่งดูซับน้ำได้มาก 4. ใช้จุลินทรีย์ช่วยบำบัดนาเสีย และไหลผ่านบ่อแกลบดำเพื่อปรับ pH ให้เหมาะสมก่อนปล่อยออกลำรางสาธารณะ โรงงานต้นแบบที่ 2 “ผลิตแป้งมัน” ที่พบปัญหาจากฝุ่นบริเวณลานตากกากมันสำปะหลัง การมุ่งแก้ปัญหามีดังนี้ 1. ปรับผัง เพื่อย้ายการตาก กากมันสำปะหลัง จากบริเวณด้านหน้าไปอยู่ด้านหลังโรงงานที่มีพื้นที่สีเขียวโรงงาน 2. จัดทำรั้วสูงกันฝุ่นละออง และฝังท่อยาว เพื่อส่งนำชะหน้าลาน ไปสู่บ่อบำบัดธรรมชาติขนาดใหญ่ท้ายโรงงาน 3. สั่งสร้างเครื่องเติมอากาศให้กับบ่อบำบัด 20 Unit ให้เพียงพอกับปริมาณน้ำทิ้งจากการผลิต และน้ำฝนชะลาน โรงงานต้นแบบที่ 3 “ผลิตปุ๋ยอินทรีย์เม็ด” แปรรูปวัตถุดิบหลัก-มูลค้างคาว บดผสม อบปั้นขึ้นรูปเม็ด มีฝุ่นละอองจากวัตถุดิบ/ผลิตภัณฑ์/เศษดิน จากรถขนส่ง และในการผลิต โรงงานมีระบบกำจัดฝุ่นควัน การมุ่งแก้ปัญหามีดังนี้ 1. จัดการเคลื่อนย้ายกองวัตถุดิบที่กองไว้บริเวณพื้นที่เปิดโล่ง เข้าไปในอาคาร เพื่อไม่ให้น้ำฝนชะล้าง 2. ทำการลอกลำราง ท่อระบายน้ำต่างๆ ในโรงงาน ระบายน้ำชะเศษปุ๋ย ออกสู่ทุ่งบ่อเก็บกักขนาดใหญ่ของโรงงาน 3. ก่อสร้าง ขยายขนาดเครื่องดักฝุ่นละออง ให้มีความสูงขึ้น เพื่อเพิ่มปริมาณการกรอง เพื่อลดกลิ่น ละอองฝุ่น This consulting project aims to guide the manufacturing in the scope of wastewater management for an industry which is a pilot program under the knowledge management on solid waste and wastewater for Kamphaeng Phet province by Kamphaeng Phet provincial Industry Office, Ministry of Industry. Kamphaeng Phet province development strategy aims to solve solid waste and wastewater problem from the municipality, agriculture, and industry sectors. This strategic target to improve the overall of a city to be nicer and safer together with balance people’s living. This project continues after the overview training activity for manufacturers, government agencies, private sectors, and the public. By selecting three manufacturers that had a continue production plan, unused water, wastewater or using a lot of water in the process together with the owners and staffs were interested and ready to improve wastewater management and aim to be environmentally friendly manufactory. The objective of the manufactures is human development by training to develop systematic wastewater management to reduce wastewater and other pollution from the manufacturing processes and complaint from its nearby village. These manufacturers can be a role model for others that have a similar problem to adapt the ideas and plans to confront their wastewater problem later. The methods under this project plan by wastewater and environmental consultant focusing on brainstorm both planning and action with the operator and staffs as follow: • Wastewater/Pollution assessment – diagnose for effect and cause. • Knowledge management – Training for wastewater/pollution treatment and management. • Rainfall management – Improving and planning for gullies, canals, and ponds after rainfall calculation. • Wastewater management – Waterways design and improve for the pathway, size, and direction of gullies and canals. • Follow up program – Planning, following, criticizing and improving the action plans for sustainability. The results of 3 manufacturing which different activities can conclude as follow: 1st Manufacturing – Cassava dried field: most water’s problem comes from rainfall from November until March. The solution to solve the problem by focusing on 1. Built a new canal to parallel with the existing one to bypass all the rainfall from the drying bed to reduce the amount of water treated. 2. Built more storage pond on both sides of the manufacturing field. 3. Improve infiltration and filtration system using palm trees by increase water’s time travel in the canal. 4. Improve wastewater treatment activities by introduce new microbacterial before used and adjust pH before discharge. 2nd Manufacturing – Cassava production: Most of the problem comes from dust from a cassava residue drying field. The solution to solve the problem by focusing on 1. Land used management – Move cassava residue drying field to the back side of the area. 2. Pollution management – Build a wall to protect dust and piping system to drain all rainfall to a wastewater treatment system. 3. Wastewater treatment system improvement – Adding 20 aerators to wastewater treatment ponds. 3rd Manufacturing – Tablet fertilizer production: Most of the problem comes from dust from raw materials, equipment, production processes, packing processes, transportation, and dust removal system. The solution to solve the problem by focusing on 1. Raw materials management – Moved raw materials to cover storage to prevent from rainfall. 2. Wastewater system improvement – Planning and clean-up all gullies and canals. 3. Dust removal system improvement – Build more dust removal units.
