ขับเคลื่อนการจัดตั้งศูนย์ประสานงานการเสริมสร้างความสามัคคีปรองดองและความสมานฉันท์

Abstract

โครงการขับเคลื่อนการจัดตั้งศูนย์ประสานงานการเสริมสร้างความสามัคคีปรองดองและความสมานฉันท์แห่งชาติในครั้งนี้ เป็นการดำเนินการระยะที่สองตามกรอบยุทธศาสตร์ 20 ปี ของกระทรวงยุติธรรมที่กำหนดให้มีการจัดตั้งศูนย์ประสานงานระหว่างพื้นที่และส่วนกลาง สำหรับการประสานความร่วมมือเพื่อแก้ไขปัญหาความขัดแย้งในพื้นที่ต่าง ๆ รวมถึงเพื่อให้เกิดการส่งเสริมกระบวนการยุติธรรมเชิงสมานฉันท์และสันติวัฒนธรรมควบคู่กันไป โดยในระยะที่สองนี้ ทางโครงการได้มีการจัดตั้งศูนย์ประสานงานเพิ่มเติมอีก 5 แห่ง ภายใต้ความร่วมมือจากมหาวิทยาลัย 5 แห่ง ประกอบไปด้วย มหาวิทยาลัยราชภัฏชัยภูมิ คณะพัฒนาสังคมและสิ่งแวดล้อม สถาบันบัณฑิตพัฒนบริหารศาสตร์ คณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา คณะสิ่งแวดล้อมและทรัพยากรศาสตร์ มหาวิทยาลัยมหิดล และวิทยาลัยพุทธศาสตร์นานาชาติ มหาจุฬาลงกรณราชวิทยาลัย ทำงานควบคู่กับศูนย์ประสานงานเดิมในระยะแรกอีก 5 แห่ง รวมเป็น 10 แห่ง ทำให้ศูนย์ประสานงานกระจายตัวอยู่ทั่วภูมิภาคสำคัญของประเทศไทย การศึกษาในครั้งนี้ได้มีการติดตามกลไกการประสานงานของศูนย์ประสานงานเดิม และจัดตั้งกลไกประสานงานระดับพื้นที่ของศูนย์ประสานงานใหม่ ทดลองแก้ปัญหากรณีศึกษาความขัดแย้งของศูนย์ประสานงานใหม่ รวมถึงยังได้มีการถอดบทเรียนต้นแบบการจัดการปัญหาความขัดแย้งที่ประสบความสำเร็จในโครงการระยะแรก มาบูรณาการปรับใช้เพื่อแก้ไขปัญหาในพื้นที่อื่นในระยะที่สองนี้ด้วย แม้ว่าในโครงการนี้จะยังมีข้อจำกัดในเรื่องงบประมาณของแต่ละศูนย์ประสานงานอยู่ อย่างไรก็ตามในภาพรวมของโครงการระยะที่สองนี้ ทำให้เกิดการขยายผลของโครงการระยะแรกไปสู่ภูมิภาคต่าง ๆ ทั่วประเทศไทย เกิดการบูรณาการต้นแบบการแก้ไขปัญหาความขัดแย้งสู่พื้นที่ต่าง ๆ และทำให้เกิดต้นแบบการจัดการความขัดแย้งเชิงสร้างสรรค์ใหม่ที่สามารถผลักดันไปสู่ระดับนโยบายต่อไปได้ This is a second phase of “The implementation of the Coordination Centre for National Unity and Harmony Enhancement project” project according to the 20 years Strategic Plan of the Ministry of Justice. The strategic plan aims at the establishment of the coordination unit in each area in order to coordinates the local community, provincial area, and central authorities for conflict resolution and peace enhancement. In the first phase, five coordination units had been established. The purpose of the second phase is to expand the working area to comprehend all significant regions across Thailand. Thus this second phase project established more five coordination units under the collaboration of five academic institutions including; Chaiyaphum Rajabhat University; School of Social and Environmental Development, National Institute of Development Administration; Faculty of Political Science and Law, Burapha University; Faculty of Environment and Resource Studies Mahidol University and International Buddhist Studies College, Mahachulalongkornrajavidyalaya University. This project followed-up the coordination system of former units as well as designed the new system for new units and tested the system in the real community conflict. Moreover, this project integrated the conflict resolution model created by the former units to resolve conflict in the new area and new context. Despite the budget constraint, the result reflexed the project success in many aspects; the expansion of working area; the integration of former conflict resolution model across the country as well as the creation of creative conflict resolution models for policy recommendation.
