Abstract

โครงการติดตามประเมินผลการดำเนินกิจกรรมสร้างความเข้มแข็งของเครือข่ายเฝ้าระวังและป้องกันการเผาในที่โล่งและลดหมอกควัน มีวัตถุประสงค์เพื่อติดตามและประเมินผลการดำเนินงานทั้งผลผลิตและผลลัพธ์ และการขยายผลด้านต่าง ๆ ของโครงการสร้างจิตสำนึกและการมีส่วนร่วมในการป้องกันการเผาในที่โล่งและลดหมอกควัน ของกรมส่งเสริมคุณภาพสิ่งแวดล้อม เพื่อให้ทราบสถานภาพปัจจุบัน วิเคราะห์กลไกและกระบวนการจัดตั้งและดำเนินงาน ปัญหา อุปสรรค เพื่อให้ทราบปัจจัยที่มีผลต่อความสำเร็จในการดำเนินงานของโครงการสร้างจิตสำนึกและการมีส่วนร่วมในการป้องกันการเผาในที่โล่งและลดหมอกควัน และเสนอบทเรียนและแนวทางการดำเนินงานที่เหมาะสมในการพัฒนาการทำงานของกรมส่งเสริมคุณภาพสิ่งแวดล้อม เพื่อสร้างการเรียนรู้ของประชาชนในพื้นที่และกลุ่มเป้าหมายในโครงการสร้างจิตสำนึกและการมีส่วนร่วมในการป้องกันการเผาในที่โล่งและลดหมอกควัน ดำเนินการเก็บข้อมูลกลุ่มตัวอย่างในพื้นที่ ๙ จังหวัดภาคเหนือ จำนวน ๕๒๗ ตัวอย่าง สอบถามผู้นำศูนย์เรียนรู้หมู่บ้านต้นแบบปลอดการเผาและชุมชนต้นแบบปลอดการเผา จำนวน ๓๐ แห่ง ดำเนินการจัดประชุมกลุ่มย่อยระดมความเห็น (Focus group) จากกลุ่มของศูนย์เรียนรู้หมู่บ้านต้นแบบปลอดการเผาและชุมชนต้นแบบปลอดการเผา จำนวน ๒๘ แห่ง ลงพื้นที่ศึกษาข้อมูลเชิงลึกเพื่อสอบถามผู้นำชุมชน ผู้นำเครือข่ายความร่วมมือด้านสิ่งแวดล้อม เจ้าหน้าที่หน่วยงานภาครัฐที่เกี่ยวข้องในพื้นที่ศูนย์เรียนรู้หมู่บ้านต้นแบบปลอดการเผาและชุมชนต้นแบบปลอดการเผา ใน ๙ แห่ง รวม ๙ จังหวัด ผลการศึกษาพบว่า กลุ่มตัวอย่างมีระดับจิตสำนึกเฉลี่ยในภาพรวมที่ ๒.๙๖ คะแนน จากคะแนนเต็ม ๔ คะแนน เมื่อแปรค่าระดับ พบว่า กลุ่มตัวอย่างมีจิตสำนึกและพฤติกรรมต่อการปลอดการเผาและลดการเผาในที่โล่ง “ที่สูง” สะท้อนให้เห็นถึง “ความสำเร็จ” ของผลลัพธ์ในการดำเนินกิจกรรมสร้างความเข้มแข็งของเครือข่ายเฝ้าระวังและป้องกันการเผาในที่โล่งและลดหมอกควัน ด้านปัญหาความรุนแรงสถานการณ์ปัญหาหมอกควัน ไฟป่า และการเผาในที่โล่ง ของพื้นที่ชุมชนต้นแบบปลอดการเผาของกรมส่งเสริมคุณภาพสิ่งแวดล้อมในช่วงระหว่างเดือนกุมภาพันธ์ – เมษายน พ.ศ. ๒๕๖๑ เปรียบเทียบกับสถานการณ์ปัจจุบัน (ปี ๒๕๖๒) จากการสอบถามประชาชนในพื้นที่พบว่า มีสถานการณ์ปัญหาความรุนแรงในภาพรวม “ลดลง” มากกว่าปี พ.ศ. ๒๕๖๑ สำหรับปัญหาความรุนแรงที่ยังพบในพื้นที่ ๓ อันดับแรก คือ ๑) การเผาตอซังข้าว และตอซังข้าวโพด ๒) การเผาขยะ และ ๓) การเกิดไฟป่า Monitoring and Evaluation Project for Strengthening Network Surveillance and Burn Prevention and Reducing Haze Project Aims to monitoring and evaluate the output and outcome of operations and expanding the various aspects of the project to raise awareness and participation in preventing open air burning and reducing haze.
