ร่างยุทธศาสตร์การพัฒนาสตรี พ.ศ.2560-2564

Abstract

สตรีมีจำนวนและสัดส่วนมากกว่าครึ่งของประชากรในประเทศไทย และเป็นทรัพยากรมนุษย์ที่สำคัญต่อการพัฒนาประเทศ การศึกษาความก้าวหน้าในการพัฒนาสตรีของไทยนี้ จึงเป็นโครงการวิจัยเพื่อเก็บรวบรวมข้อมูลที่เกี่ยวกับสถานภาพของสตรีล่าสุด ติดตามความก้าวหน้าในการเข้ามามีส่วนร่วมของสตรีในกิจกรรมการพัฒนามิติต่างๆ เข้าใจและรับทราบถึงประเด็นปัญหาสําคัญๆ ซึ่งนําไปสู่การวิเคราะห์แนวทางการพัฒนาสตรีในภาพรวมเพื่อประกอบการจัดทําแผนยุทธศาสตร์การพัฒนาสตรีห้าปี ในช่วงแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 (พ.ศ. 2560 – 2564) ผลการศึกษาพบว่า ประเทศไทยมีความก้าวหน้าในพัฒนาสตรีในระดับที่น่าพึงพอใจ เห็นได้จากข้อมูลและความก้าวหน้าของการพัฒนาสตรีด้านต่างๆ โดยเฉพาะความก้าวหน้าของสตรีไทยด้านการศึกษาสาธารณสุข การใช้และการเข้าถึงเทคโนโลยี สตรีมีส่วนร่วม และมีบทบาททางเศรษฐกิจ สังคม วัฒนธรรม การเมืองการปกครอง และการบริหารเพิ่มมากขึ้น และที่สำคัญภาครัฐมีการกำหนดกลไก มาตรการ และกฎหมายหลายฉบับเพื่อส่งเสริมสถานภาพสตรี และสร้างความเท่าเทียมกันระหว่างหญิงชาย ท่ามกลางความก้าวหน้าในช่วงที่ผ่านมา แม้ว่าประเทศไทยจะประสบความสำเร็จในหลายด้าน แต่ก็ยังมีประเด็นการพัฒนาสตรีและการแก้ไขปัญหาต่างๆ ที่ยังไม่สามารถดำเนินการได้ตามเป้าหมาย โดยเฉพาะด้านการมีส่วนร่วมทางการเมือง ปัญหาการเลือกปฏิบัติ และการสร้างเสริมความเท่าเทียมกันระหว่างหญิงและชายในสังคม อันสืบเนื่องมาจากสาเหตุสำคัญประการหนึ่งที่เกิดจากเจตคติ ค่านิยม วัฒนธรรม และความเชื่อตามประเพณีดั้งเดิมของคนในสังคมส่วนใหญ่ที่ยังให้ความสำคัญและยกย่องให้ผู้ชายเป็นใหญ่ ในขณะที่ภาครัฐได้พยายามแก้ไขปัญหาต่างๆ ไปได้ระดับหนึ่ง ก็ยังมีปัญหาใหม่ๆ ที่เกิดขึ้นจากการเปลี่ยนแปลงทางเศรษฐกิจ สังคม การเมือง และความก้าวหน้าทางเทคโนโลยี ข้อมูลข่าวสาร โดยเฉพาะปัญหาความรุนแรงต่อผู้หญิงในสังคมไทย ก็ยังคงมีตัวเลขที่สูงขึ้นอย่างต่อเนื่อง รวมถึงความรุนแรงต่อสตรีในครอบครัวและสังคม ปัญหาสตรีวัยรุ่นที่ตั้งครรภ์ก่อนวัยอันสมควร ปัญหาการค้าผู้หญิง และปัญหาของสตรีกลุ่มด้อยโอกาสต่างๆ เป็นต้น เพื่อส่งเสริมความก้าวหน้าในการพัฒนาสตรีและแก้ไขปัญหาต่างๆ นำไปสู่การกำหนดยุทธศาสตร์การพัฒนาสตรีเป็น 5 ยุทธศาสตร์ ได้แก่ ยุทธศาสตร์ที่ 1 ปรับเปลี่ยนเจตคติของสังคมในประเด็นความเสมอภาคเท่าเทียมกันระหว่างหญิงชาย (Paradigm Shift Measures) ยุทธศาสตร์ที่ 2 เสริมพลัง เพิ่มบทบาท และพัฒนาคุณภาพชีวิตแก่ สตรีทุกกลุ่ม และทุกระดับ (Empowerment Measures) ยุทธศาสตร์ที่ 3 พัฒนาเงื่อนไขและปัจจัยที่เอื้อต่อการพัฒนาสตรีที่มีประสิทธิผลและเสมอภาค (Enabling Condition Measures) ยุทธศาสตร์ที่ 4 กําหนดมาตรการเฝ้าระวัง ป้องกัน คุ้มครอง ช่วยเหลือ และเยียวยา (Protective and Corrective Measures) ยุทธศาสตร์ที่ 5 สร้างความเข้มแข็งของกลไก และกระบวนการพัฒนาสตรี (Strengthen WID Measures)

In Thailand, women are slightly more than half of the population and they are important human resources for the development of the nation. This women research project aims to study progresses of the women’s development in order to bring together current knowledge and information on the status of the Thai women, to monitor progresses of the women’s participation in the different development sectors, to understand various problems faced by different groups of women. The project findings aims to provide insight and comprehensive information that be analyzed and used to formulate the five years Women Development Strategic Plan under the 12th National Economic and Social Development Plan (2560-2564 B.E.). The research summarizes that the women development efforts in Thailand led to a series of satisfied women’s advancement, improve their quality of life, and promote gender equality in many areas, especially in areas of education, health care, usage and access to modern information technology, and, in addition, women have increasing roles and participation in economic, social, culture, politics and public administration. More important, the government established women’s mechanism, issued measures, and laws to promote women’s status and gender equality. In the midst of successes, several women’s development issues are not as progressed as targeted, especially numbers of women in politics at the national and local levels are very low, discrimination against women in the Thai society and gender inequality still occur in the Thai society which are caused by the traditional culture, value, and attitude among many people that men are more superior than women. Even though the government has put efforts in women’s development programs and tried to eliminate these problems, there are still many of them remain or new ones currently emerge due to changes of economy, society, polity, and modern information technology, particularly violence against women, teenage pregnancy, and women trafficking, etc. To enhance the women development programs and solve many problems mentioned earlier, the Women Development Strategic Plan outlines five strategies as follows: Strategy 1 Develop programs and measures to raise public awareness about important of women development and gender equality which lead to shift paradigm or change attitude of all in Thai society towards justice, and gender equality; Strategy 2 Establish measures and programs to empower, enhance roles and opportunities for women in all sectors, and improve quality of life for women; Strategy 3 Develop terms and conditions to enable and improve efficiency and effectiveness of the women development policy and programs; Strategy 4 Develop protective and corrective measures for disadvantage women, victims, and those who need help; Strategy 5 Develop measures and programs to strengthen women’s mechanism at all levels.
