จัดจ้างที่ปรึกษาด้าน ICT ประจำปีงบประมาณ 2556

Abstract

The ICT Consultants for Parliament project (Fiscal Year 2013) is the project launched by the Secretariat of the House of Representatives to conduct the work based on the following scope: 1. Develop the ICT Masterplan for Parliament so that the Parliament will have the ICT framework for driving itself towards the Smart Parliament. 2. Develop the ICT Masterplan for the Secretariat of the House of Representatives so that there will be ICT strategic guidance for developing and deploying its ICTs to support the Parliament. 3. Advise the Secretariat of the House of Representatives with regard to ICT-related issues such as setting the framework for establishing and enforcing ICT policies, developing the ICT action plan, designing, developing, and managing ICTs. 4. Advise the Secretariat of the House the Representatives in drafting the Terms of References for ICT projects. 5. Provide some trainings to staffs of the Secretariat of the House of Representatives regarding ICT technologies and innovation. 6. Support ICT information for the meetings of the committees and sub-committees of the Secretariat of the House of Representatives and the Parliament.

โครงการจัดจ้างที่ปรึกษาด้านเทคโนโลยีสารสนเทศและการสื่อสารประจำปีงบประมาณ 2556 เป็นโครงการที่ทางสำนักงานเลขาธิการสภาผู้แทนราษฎรได้ทำการว่าจ้างที่ปรึกษาฯ เพื่อให้ดำเนินงานตามขอบเขตงาน ดังต่อไปนี้ 1. จัดทำแผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารของรัฐสภา พ.ศ. 2557 – 2563 เพื่อให้รัฐสภามีกรอบนโยบายด้านเทคโนโลยีสารสนเทศและการสื่อสารที่ทันสมัย สามารถขับเคลื่อนรัฐสภาเพื่อมุ่งสู่การเป็น Smart Parliament 2. จัดทำแผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารของสำนักงานเลขาธิการสภาผู้แทนราษฎร พ.ศ. 2557 – 2560 ที่สอดคล้องกับกรอบนโยบายด้านเทคโนโลยีสารสนเทศและการสื่อสารของรัฐสภา เพื่อใช้เป็นแนวทางในการขับเคลื่อนงานด้านเทคโนโลยีสารสนเทศและการสื่อสารของสำนักงานฯ 3. ให้คำปรึกษาในเรื่องต่าง ๆ ที่เกี่ยวข้องกับด้านเทคโนโลยีสารสนเทศและการสื่อสารแก่สำนักงานเลขาธิการสภาผู้แทนราษฎร เช่น แนวทางในการวางนโยบาย การออกแบบและพัฒนา การบริหารจัดการระบบเทคโนโลยีสารสนเทศและการสื่อสาร การจัดทำแผนปฏิบัติการ การวางแนวทางในการพัฒนาบุคลากรด้านเทคโนโลยีสารสนเทศและการสื่อสาร 4. ให้ข้อคิดเห็น/จัดทำข้อกำหนดการจัดซื้อจัดจ้าง โครงการด้านเทคโนโลยีสารสนเทศและการสื่อสารของสำนักงานเลขาธิการสภาผู้แทนราษฎร 5. แนะนำวิทยาการใหม่ ๆ ทางด้านเทคโนโลยีสารสนเทศและการสื่อสารให้กับบุคลากรของสำนักงานเลขาธิการสภาผู้แทนราษฎร 6. สนับสนุนข้อมูลและให้คำปรึกษาในเรื่องที่เกี่ยวข้องกับทางด้านเทคโนโลยีสารสนเทศและการสื่อสารกับคณะกรรมการ คณะอนุกรรมการต่าง ๆ ของสำนักงานเลขาธิการสภาผู้แทนราษฎร และของรัฐสภา
