จ้างสำรวจแหล่งกำเนิดมลพิษในพื้นที่เขตเทศบาลเมืองหัวหิน

Abstract

เทศบาลเมืองหัวหิน ได้ดำเนินการจัดเก็บค่าธรรมเนียมการบำบัดน้ำเสียรวมจากแหล่งกำเนิดมลพิษ ตามประกาศคณะกรรมการสิ่งแวดล้อมแห่งชาติ เรื่อง กำหนดอัตราค่าบริการบำบัดน้ำเสียรวมเทศบาลเมืองหัวหิน ลงวันที่ 20 พฤษภาคม 2553 และเทศบัญญัติเทศบาลเมืองหัวหิน เรื่อง การควบคุมและการจัดเก็บค่าธรรมเนียมการบำบัดน้ำเสียรวม เทศบาลเมืองหัวหิน พ.ศ. 2556 มาตั้งแต่วันที่ 1 กันยายน พ.ศ.2556 โดยได้กำหนดแหล่งกำเนิดมลพิษออกเป็น 3 ประเภท ซึ่งข้อมูลของแหล่งกำเนิดมลพิษทั้ง 3 ประเภทที่เทศบาลเมืองหัวหินมีอยู่ครอบคลุมพื้นที่บางส่วนเท่านั้น จึงได้ว่าจ้างสำนักงานศูนย์วิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ดำเนินการสำรวจแหล่งกำเนิดมลพิษภายในพื้นที่เขตเทศบาลเมืองหัวหิน ตามโครงการจ้างสำรวจแหล่งกำเนิดมลพิษในพื้นที่เขตเทศบาลเมืองหัวหิน โดยมีวัตถุประสงค์ดังนี้ 1. เพื่อสำรวจข้อมูลและจำแนกประเภทแหล่งกำเนิดมลพิษในพื้นที่เขตเทศบาลเมืองหัวหิน 2. เพื่อจัดทำฐานข้อมูลแหล่งกำเนิดมลพิษทั้ง 3 ประเภท โดยระบุรายละเอียดที่จำเป็นและเหมาะสมกับสำหรับแหล่งกำเนิดมลพิษแต่ละประเภท 3. เพื่อจัดทำรูปแบบใบแจ้งหนี้ และใบเสร็จรับเงินที่เหมาะสมสำหรับจัดเก็บค่าธรรมเนียมการบำบัดน้ำเสียของเทศบาลเมืองหัวหิน 4. เพื่อจัดทำโปรแกรมออกใบแจ้งหนี้และใบเสร็จรับเงินตามรูปแบบที่ได้ในข้อ 3 ซึ่งทางสำนักงานศูนย์วิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ได้ดำเนินการสำรวจและจัดทำแผนที่แหล่งกำเนิดมลพิษ พร้อมฐานข้อมูลแหล่งกำเนิดมลพิษในพื้นที่เขตเทศบาลเมืองหัวหิน โดยจำแนกออกเป็น 3 ประเภทตามเทศบัญญัติเทศบาลเมืองหัวหิน รวมถึงจัดทำโปรแกรมการออกใบแจ้งหนี้และใบเสร็จรับเงิน (ebilling) สำหรับให้เจ้าหน้าที่ใช้ออกใบแจ้งหนี้และใบเสร็จรับเงินค่าธรรมเนียมการบำบัดน้ำเสีย โดยอาศัยฐานข้อมูลแหล่งกำเนิดมลพิษทั้ง 3 ประเภท ที่ได้จัดทำขึ้น

The total wastewater treatment fee of Hua Hin Municipality was collected from pollution sources. According to the announcement of the National Environment Board, the tariffs for wastewater treatment services in Hua Hin municipality, dated May 20, 2010, and the municipal municipality of Hua Hin on the control and collection of wastewater treatment fees. Hua Hin Municipality has hired the Thammasat University Research and Consultancy Institute (TU-RAC) to conduct a poll of pollution sources within the municipality of Hua Hin. The project explored pollution sources in the area of Hua Hin municipality. The purpose is: 1. To survey and classify pollution sources in Hua Hin municipality area. 2. To establish a database of all three sources of pollution, identifying the necessary and appropriate for each type of pollutant source. 3. To prepare the invoice format. And the appropriate receipt for the collection of wastewater treatment fees of the Hua Hin Municipality. 4. To prepare the invoice program and the receipt in the format given in No. 3 Thammasat University Research and Consultancy Institute has conducted surveys and mapping pollution sources. With pollution source database in Hua Hin municipality area. They are classified into three categories according to the municipality of Hua Hin. Include invoicing and receipt programs (ebilling) for staff to use invoices and receipts for wastewater treatment fees. Based on the source database of the three types of pollution has been prepared.
