การศึกษาและพัฒนานวัตกรรมทางสังคมเพื่อขับเคลื่อนสุขภาวะ โดยการมีส่วนร่วมของเด็กและเยาวชน : กรณีศึกษานำร่องสภาเด็กและเยาวชนระดับจังหวัด

Abstract

โครงการการศึกษาและพัฒนานวัตกรรมทางสังคมเพื่อขับเคลื่อนสุขภาวะ โดยการมีส่วนร่วมของเด็กและเยาวชน : กรณีศึกษานำร่องสภาเด็กและเยาวชนระดับจังหวัด (Social Innovation and Youth) เป็นโครงการที่ได้การสนับสนุนงบประมาณในการดำเนินโครงการ ฯ จากสำนักงานกองทุนสนับสนุนการสร้าง เสริมสุขภาพ (สสส.) โดยมีวัตถุประสงค์เพื่อ 1) เพื่อเสริมสร้างการมีส่วนร่วมของสภาเด็กและเยาวชนและแกนนำเยาวชนต่อการขับเคลื่อนนวัตกรรมทางสังคมในระดับพื้นที่และจังหวัด 2) เพื่อสร้างเครือข่ายแกนนำสภาเด็กและเยาวชนและคนทำงานด้านการพัฒนาเยาวชนในพื้นที่ ที่สามารถเชื่อมโยงกับเครือข่ายและกลไกสนับสนุนที่มีอยู่แล้วทั้งหน่วยงานรัฐและเอกชน ทั้งในและนอกพื้นที่ 3) เพื่อสร้างและพัฒนาศักยภาพให้แก่แกนนำสภาเด็กและเยาวชนและแกนนำเยาวชนในพื้นที่ ให้สามารถเป็นตัวแทนเด็กและเยาวชนในจังหวัดพร้อมแสดงบทบาทที่สอดคล้องกับเจตนารมณ์ของกฎหมาย และ 4) เพื่อพัฒนาองค์ความรู้ด้านการขับเคลื่อนนวัตกรรมทางสังคมโดยเด็กและเยาวชน ระยะเวลาในการดำเนินโครงการทั้งหมด 18 เดือน เริ่มต้นเดือนกันยายน 2559 ถึง มีนาคม 2561 การดำเนินงานของโครงการแบ่งออกเป็น 2 ส่วนหลัก ๆ ได้แก่ การศึกษาวิจัยเรื่องนวัตกรรมทางสังคมที่จะช่วยส่งเสริมให้เด็กและเยาวชนเข้ามามีส่วนร่วมในในพื้นที่ และ การดำเนินงานขับเคลื่อนให้เกิดนวัตกรรมทางสังคมโดยการมีส่วนร่วมของเด็กและเยาวชน โดยการดำเนินการศึกษาในงานวิจัยแบ่งการรวบรวมข้อมูลออกเป็นทั้งหมด 3 ด้าน ได้แก่ 1. การทบทวนและสังเคราะห์วรรณกรรมและเอกสารที่เกี่ยวข้อง (Content analysis) 2. การสัมภาษณ์เชิงลึก (In depth interview) ด้วยแบบคำถามกึ่งโครงสร้าง (Semi-structured Interview) และ 3. การสนทนากลุ่ม (Focus group Discussion) ใช้แบบคำถามกึ่งโครงสร้าง (Semi-Structured Interview) ผลการศึกษาสรุปได้ว่า การมีส่วนร่วมเป็นสิ่งจำเป็นยิ่งในการพัฒนานวัตกรรมทางสังคม การศึกษาวิจัยนี้เสนอว่า แนวทางการพัฒนานวัตกรรมทางสังคมโดยเด็กและเยาวชนมีส่วนร่วมอย่างเหมาะสม มีแนวทางการส่งเสริมดังต่อไปนี้คือ (1) การพัฒนานวัตกรรมทางสังคมต้องเปิดโอกาสเด็กและเยาวชนแสดงศักยภาพ (2) การพัฒนานวัตกรรมทางสังคมต้องเป็นเรื่องสนุกและใกล้ตัว (3) การพัฒนานวัตกรรมทางสังคมต้องให้เยาวชนต้องมีบทบาทนำ (4) การพัฒนานวัตกรรมทางสังคมต้องสร้างความชื่นชอบและแรงจูงใจ (5) การพัฒนานวัตกรรมทางสังคมต้องสร้างพื้นที่ให้กับเด็กและเยาวชน สำหรับการดำเนินงานขับเคลื่อนให้เกิดนวัตกรรมทางสังคมโดยการมีส่วนร่วมของเด็กและเยาวชน โดยจังหวัดที่เป็นพื้นที่นำร่องในการดำเนินโครงการมีด้วยกันทั้งหมด 12 จังหวัด อันได้แก่ กระบี่ กำแพงเพชร เชียงราย เชียงใหม่ ปทุมธานี ยะลา ยโสธร ระยอง ราชบุรี ศรีสะเกษ สมุทรสาคร และ อุตรดิตถ์ ในกระบวนการขับเคลื่อนการส่งเสริมให้สภาเด็กและเยาวชนระดับจังหวัดเข้ามามีส่วนร่วมในการดำเนินนวัตกรรมทางสังคม เริ่มต้นด้วยการลงพื้นที่เพื่อสร้างความเข้าใจ และ การรับรู้ของคนในพื้นที่ รวมถึงผู้ใหญ่ในพื้นที่ถึงการดำเนินกิจกรรม หลังจากนั้นแกนนำสภาเด็กและเยาวชน ฯ ได้รับการเสริมความรู้ และ ทักษะในการเป็น นวัตกรทางสังคม การทำงานในพื้นที่ และ การสร้างสรรค์โครงการนวัตกรรมทางสังคมเพื่อตอบโจทย์การแก้ไขปัญหาในพื้นที่สำหรับการสร้างสรรค์นวัตกรรมทางสังคมทางโครงการได้ใช้เครื่องมือเฉพาะที่ได้รับการพัฒนาขึ้นจากงานวิจัย คือ Social Innovation Design (SID) ซึ่งแบ่งขั้นตอนการทำงานออกเป็น 4 ขั้นตอนหลัก เริ่มจากขั้นที่ 1. การวิเคราะห์พื้นที่ ผ่านเครื่องมือ SWOT และ เครื่องมือ Cause-Effect Analysis เพื่อหารากที่แท้จริงของปัญหาในพื้นที่นั้น ๆ หลังจากนั้นก็ทำข้อมูลที่ได้รับจากเครื่องทั้ง 2 อย่าง มาออกแบบนวัตกรรมทางสังคม ขั้นที่ 2. ออกแบบนวัตกรรมทางสังคม ผ่านการนำข้อมูลที่ได้รับจากขั้นที่ 2 มาพูดคุยกับกลุ่มผู้มีส่วนได้ส่วนเสียหลักในการดำเนินกิจกรรม และร่วมกันออกแบบแนวทางในการแก้ไขปัญหาแบบใหม่ที่ไม่เคยถูกใช้ในพื้นที่นั้น เพื่อแก้ไขปัญหาดังกล่าว และเริ่มลงมือปฏิบัติตามแผนการที่วางไว้ ทั้งนี้แผนการสามารถปรับเปลี่ยนได้เสมอ ซึ่งถือเป็นส่วนที่สำคัญในการดำเนินโครงการในพื้นที่ เนื่องจากการลงมือปฏิบัติจริง จะต้องพบเจอกับการเปลี่ยนแปลงเสมอ หลังจากออกแบบแล้วก็นำรูปแบบที่วางไว้ไปดำเนินการและลงมือปฏิบัติ ขั้นที่ 3 คือ การลงมือทำตามแผน การดำเนินการสร้างนวัตกรรมทางสังคม เน้นการลงมือปฏิบัติ และการตรวจสอบหรือประเมินการทำงานตลอดเวลา ทำให้กระบวนการ SID ส่วนใหญ่จะวนลูปอยู่ในขั้นที่ 2-3 เมื่อนวัตกรรมทางสังคมที่สร้างสรรค์สามารถขับเคลื่อนได้ตามแผนและได้รับการแก้ไขให้เข้ากับสถานการณ์ และ การดำเนินงานในพื้นที่จริง ขั้นที่ 4 คือการส่งต่อและสร้างเครือข่ายองค์ความรู้เพิ่มเติม เพื่อให้เกิดการเปลี่ยนแปลงในวงกว้างและสร้างความยั่งยืนในการขับเคลื่อนนวัตกรรมทางสังคม สภาเด็กและเยาวชนระดับจังหวัดนำร่องทั้ง 12 พื้นที่ มีระยะเวลาในการดำเนินงานทั้งหมด 5 – 6เดือน โดยมีเจ้าหน้าที่ประจำโครงการ ฯ ลงพื้นที่ติดตาม และ พัฒนานวัตกรรมทางสังคมร่วมกับน้อง ๆ ในพื้นตลอดเวลา ทั้งนี้ทางโครงการได้ดำเนินกิจกรรมทั้งหมดเสร็จสิ้นตามกำหนดการ โดยมีสภาเด็กและเยาวชนระดับจังหวัดหมด 12 จังหวัดที่เข้าร่วม และ สร้างสรรค์นวัตกรรมทางสังคมทั้งหมด 20 โครงการที่มีความหลากหลายครอบคลุมบริบทการดำเนินชีวิตตามหลักสุขภาวะทั้ง 4 ประเภท ประกอบไปด้วย กาย จิต ปัญญาสังคม โดยทั้ง 20 โครงการสามารถสร้างการมีส่วนร่วมของคนในพื้นที่จำนวนกว่า 1,000 คน ทั้งชาติพันธ์ กลุ่มเด็กนอกระบบการศึกษา ผู้นำศาสนา ผู้ป่วยติดเตียง และ อื่น ๆ อีกมากมาย อนึ่งทางโครงการ ฯ ได้ถอดรหัสความสำเร็จครั้งนี้ผ่านการจัดทำหนังสือเพื่อเป็นองค์ความรู้ด้านการทำงานพัฒนาสภาเด็กและเยาวชนผ่านการใช้เครื่องมือที่เรียกว่า “นวัตกรรมทางสังคม” เป็นจำนวน 4 เล่ม และนำเสนอผลสำเร็จของการดำเนินโครงการผ่านมหกรรมเด็กและเยาวชนกับนวัตกรรมทางสังคม เมื่อวันที่ 17 กุมภาพันธ์ 2561 ณ ลาน feel fit ศูนย์การค้าฟิวเจอร์พาร์ครังสิต จังหวัดปทุมธานี ร่วมกับภาคีเครือข่ายทั้งภาครัฐและเอกชนมากมาย เช่นกรมกิจการเด็กและเยาวชน สำนักเลขาธิการรัฐสภา มูลนิธิสยามกัมมาจล มูลนิธิ Why I Why หรือ Teach for Thailand เป็นต้น เนื่องจากความสำเร็จของโครงการนวัตกรรมทางสังคมที่ถูกสร้าง พัฒนา และ ดำเนินการโดยสภาเด็กและเยาวชน ได้รับการตอบรับเป็นอย่างดีทั้งในพื้นที่และระดับประเทศ ทางกรมกิจการเด็กและเยาวชนจึงได้ดึงประเด็น Social Innovation and Youth ขึ้นมาเป็นธีมหลักในการแสดงผลงานของกรม ภายใต้มหกรรมThailand Social Expo ของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ระหว่างวันที่ 3 – 5 สิงหาคม 2561 ณ ศูนย์แสดงสินค้าการประชุมอิมแพ็ค เมืองทองธานี จังหวัดนนทบุรี นวัตกรรมทางสังคมโดยการมีส่วนร่วมของเด็กและเยาวชนเกิดขึ้นได้ด้วยการถักทอ ความรู้ ประสบการณ์ และอุดมการณ์ ของผู้ที่มีจุดมุ่งหมายเพื่อการสร้างเสริมสุขภาวะชุมชนและสังคม โดยอาศัยเด็กและเยาวชนเป็นศูนย์กลางแห่งการสร้างสรรค์ประโยชน์ที่เกิดขึ้นจึงไม่ใช่เพียงการพัฒนาหรือแก้ไขปัญหาชุมชนจากความสนใจของเยาวชนเพียงเท่านั้นหากแต่ยังเป็นการเรียนรู้เพื่อการเติบโตของเยาวชนในระดับปัจเจก พร้อมกันกับการเติบโตของเครือข่ายผู้มีความมุ่งหวัง เด็ก เยาวชน สังคม Social Innovation for Health Driving Through Children and Youth’s Participation: A Case Study of Children and Youth Council Provincial level ( Social Innovation and Youth: SIY) is a projected that was funded by Thai Health Promotion Foundation. The objectives of the projects were to; 1. To encourage participation among The Children and Youth Council and Youth-Children leaders in driving social innovation in community level and provincial level; 2. To create the network, that can link the existing public and private mechanism, whether in and outside the target areas, for The Children and Youth Council and youth-children affairs practitioners; 3. To create and improve the ability for The Leader of Children and Youth Council and local youth leaders to advocate for children and youth in their province while demonstrating role that correlated to the purpose of National Child and Youth Development Promotion Act, B.E. 2550; and 4. To develop knowledge about the social innovation that was driven by children and youth. The project implementation period was 18 months, started from September 2017 to March 2018. Project implementation was divided into two major parts namely; Study and research about social innovation that could help promoting children and youth participation in their community, and second part, Action to drive the initiative of social innovation by children and youth participation. Research methodology for the first part included content analysis of related literatures and documents, In-Depth Interview using Semi-Structured Interview questions with concerned stakeholders, and Focus Group Discussion using Semi-Structured interview questions. Findings from the study indicated that participation is crucial to the development of social innovation. The recommended ways and means for social innovation development with appropriate participation from children and youth were as follows; 1. Social innovation development process should provide opportunity for young people to show their potentials; 2. Youth and children should enjoy with the process and find something close to them; 3. It should allow youth and children to play a leading role. 4 ) It must create appreciation and motivation. 5) It must create space for them. The operation to drive youthchildren participated social innovation was taken place by in 12 pilot provinces comprise of Krabi Province, Kamphaeng Phet Province, Chiang Rai Province, Chiang Mai Province, Pathum Thani Province, Yasothon Province, Yala Province, Ratchaburi Province, Sisaket Province, Samut Sakhon Province, and Uttaradit Province. The driving process of youth-children participated social innovation started from field visits to create understanding and perception regarding the project for the local people that includes the adults and officials. Then, the leaders of children and youth council would be provided knowledge and skills for social innovator that included field work techniques and social innovative projects design, to respond their community problems. In addition, the project had created a special tool called Social Innovation Design (SID) to facilitate implementation. By employing the Social Innovation Design (SID), the whole operation was broken into four respective steps as follows; 1) Analysis of the area through SWOT and Cause-Effect Analysis to find the root cause of the problems existing in the community. Then, the information obtained from this stage was delivered to design social innovation; 2) Social Innovation Design by stakeholders. Information from the previous stage was brought into the discussion with the project’s main stakeholders to create new solutions and action plan to tackle with the existing problems. It is noted that the crucial part of the plans was to be very adaptive. It is due to the fact that there was no certainty when the plan comes to practice; 3) Plan Implementation. The creation of social innovation needs actions, as well as assessment or evaluation throughout the time. This caused most of the SID process repeated between second and third stage where a creative social innovation could be driven along the plan and was adjusted to meet the actual situation and field usage; 4) Passing on and expand the network of knowledge for broader changes and strengthen sustainability for social innovation’s propulsion. Children and Youth councils in the 12 pilot provinces, assisted by project’s staffs, followed up and developed the social innovation along with the children in the community for five to six months. In this regard, the project had finished all activity on the schedule and created 20 diverse and comprehensive social innovative projects which cover the context of four genial life aspects that include; physique, mental, intelligence, and society. These 20 projects did increase the participation among the residents in the target areas, covered around 1,000 people, particularly ethnic minority, informal education groups, religious leaders, bed patients and etc. Furthermore, the project had decoded its success into four books, intended to share knowledge on children and youth council development throughout the tool called “Social Innovation”. Along with the publications, the project’s accomplishments were also displayed at the “Children and Youth Festival” which was held on 17 February 2018 at “Feel Fit” plaza, Future Park Rangsit Shopping Mall, Patumthani province. The festival was associated by various public and private networks namely Department of Children and Youth, the Secretariat of the House of Representatives, the Siam Commercial Foundation, Why I Why foundation, Teach for Thailand and etc. Accomplishments of this social innovation project, which were constructed, developed and implemented by children and youth council, received positive responses from both the community and national level. Consequently, the Department of Children and Youth has pointed out the subject of Social Innovation and Youth as the theme of department’s activities presentation during the “Thailand Social Expo”, organized by Ministry of Social Development and Human Security during 3 - 5 August 2018 at IMPACT Arena, Exhibition and Convention Center, Muang Thong Thani, Nonthaburi province. Social innovation with youth and children participation was created by the binding of knowledge, experience, and ideology of those who would like to bring happiness to community and society. By centralizing the creation at children and youth, benefits that yielded from this project, thus, were not limited just merely a resolution of community’s problems, but also act as a lesson that teaches individual youth, as well as their network to grow.
