Abstract

การจัดทำผังแม่บทการพัฒนาพื้นที่ชายหาดบางแสน สอดคล้องกับแผนยุทธศาสตร์การพัฒนาเทศบาลเมืองแสนสุข พ.ศ. 2558-2562 ที่มุ่งวางแผนด้านการจัดการและปรับปรุงภูมิทัศน์ของพื้นที่ชายหาดให้เกิดภาพลักษณ์ที่สวยงามและยั่งยืน กระบวนการศึกษาโครงการ เป็นการทำงานร่วมกันของคณะที่ปรึกษา นายกเทศมนตรี บุคลากรของเทศบาล รวมถึงประชาชนและผู้มีส่วนได้เสีย ผ่านกระบวนการออกแบบอย่างมีส่วนร่วม 3 ครั้ง เพื่อนำข้อมูลจากทุกภาคส่วนมาเป็นโจทย์ในการวางผังและออกแบบ และนำเสนอกรอบแนวคิดในการวางผังแม่บทการพัฒนาชายหาด รวมทั้งการออกแบบภูมิสถาปัตยกรรมขั้นต้นของพื้นที่สาธารณะ 3 โครงการ และรูปแบบแบบองค์ประกอบภูมิทัศน์ตามแนวชายหาด เพื่อให้เทศบาลเมืองแสนสุขได้มีแนวทางในการเลือกพัฒนาโครงการให้เหมาะสมกับแผนงบประมาณในปีต่อ ๆ ไป ชายหาดบางแสนมีศักยภาพทั้งด้านที่ตั้งและประวัติศาสตร์ของพื้นที่ เป็นชายหาดท่องเที่ยวแห่งแรกของประชาชนชาวไทย มีความสวยงามด้วยความหลากหลายของภูมิประเทศ ตั้งอยู่ใกล้กรุงเทพมหานคร เข้าถึงได้สะดวก และยังมีวัฒนธรรมประเพณี อาหาร และเทศกาลท้องถิ่นที่มีเอกลักษณ์ ประกอบกับนโยบายการบริหารที่มุ่งผลักดันให้เมืองแสนสุข เป็นเมืองแห่งสุขภาวะ (healthy city) และเมืองน่าอยู่ น่าเที่ยว ตอบรับความต้องการของคนท้องถิ่นร่วมไปกับนักท่องเที่ยวและประชากรเมืองที่กำลังเพิ่มมากขึ้นจากการขยายตัวของระเบียงอุตสาหกรรมภาคมตะวันออก อย่างไรก็ตาม การวางแผนพัฒนาชายหาดบางแสนจะต้องสร้างความสมดุลระหว่างการอนุรักษ์และพัฒนา เพื่อมิให้เกิดผลกระทบอย่างถาวรต่อระบบนิเวศและวัฒนธรรมท้องถิ่น โดยยึดหลักการพัฒนาแหล่งท่องเที่ยวอย่างยั่งยืน (Sustainable Tourism) ส่งเสริมให้คนในชุมชนมีรายได้จากการค้าขายและการให้บริการนักท่องเที่ยว ร่วมไปกับแนวคิดเศรษฐกิจสร้างสรรค์ (Creative Economy) และแนวคิดการจัดการจราจรอย่างยั่งยืนโดยการสร้างทางเลือกของระบบสัญจรที่นอกเหนือจากรถส่วนตัว เพิ่มความสะดวก ปลอดภัยในการเข้าถึงพื้นที่ รวมทั้งการเพิ่มความหลากหลายของกิจกรรมชายหาด เพื่อให้บางแสนเป็นแหล่งท่องเที่ยวพักผ่อนที่สร้าง “ความสุข และความสนุก” ให้กับผู้ใช้งานทุกกลุ่ม ประเด็นสำคัญที่นำเสนอในผังแม่บทการพัฒนาชายหาดบางแสน ได้แก่ 1) การกำหนดโซนความเข้มข้นของการพัฒนาตามระดับความเปราะบางของระบบนิเวศชายหาด 2) การฟื้นฟูและขับเน้นอัตลักษณ์เดิม ได้แก่ บรรยากาศที่เป็นธรรมชาติ กิจกรรมตามประเพณีดั้งเดิม เช่น การก่อทรายวันไหล การทำข้าวหลาม ตำนานเจ้าพ่อแสน-สาวมุข วิถีประมงชายฝั่ง เป็นต้น 3) การสร้างสรรค์อัตลักษณ์ใหม่ที่สอดคล้องกับของเดิม เช่น การเป็นเมืองแห่งกีฬาและสุขภาพ การสื่อสารเรื่องราวพื้นถิ่นผ่านงานศิลปะร่วมสมัย และการเป็นแหล่งเรียนรู้แบบผ่อนคลายให้กับคนทุกกลุ่มวัย ผังแม่บทการพัฒนาชายหาด ยังได้กำหนดโซนย่อยเพื่อสร้างเอกลักษณ์ที่แตกต่างกันตามความยาว 6 กม.ของชายหาด เพื่อให้เกิดการจดจำพื้นที่ได้ง่ายขึ้น แต่ละโซนย่อยประกอบด้วยศูนย์รวมกิจกรรมและสิ่งอำนวยความสะดวกที่เหมาะกับกลุ่มผู้ใช้แต่ละกลุ่ม ได้แก่ โซนแสนเฟส (ศูนย์ประวัติศาสตร์บางแสน) โซนแสนเพลิน (ศูนย์ข้อมูลนักท่องเที่ยว) โซนแสนสุข (ศูนย์รวมกิจกรรมการท่องเที่ยว) และโซนแสนศิลป์ (ศูนย์รวมกิจกรรมชุมชน) นอกจากนั้น การศึกษาโครงการยังรวมถึงการออกแบบภูมิสถาปัตยกรรมขั้นต้นของโครงการย่อย 3 โครงการ ตามกรอบการพัฒนาของผังแม่บท ได้แก่ ลานอเนกประสงค์แหลมแท่น ลาน/ศาลาเฉลิมพระเกียรติ และสวนสาธารณะหาดวอนนภา

Master Plan for Development of Bangsaen Beach Area is done in accordance with the 2015-2019 Strategic Plan of San Suk Municipality, aiming to manage and improve the landscape of Bangsaen Beach and to create a memorable image for locals and visitors. The study process is done through series of collaborations among the consultants, the Mayor, municipal staffs, as well as local people and stakeholders. The participatory design process, has been done 3 times in order to integrate most of the needs from every party into the planning and design. The conceptual framework for the beach development is proposed, together with the conceptual design of 3 main public spaces and the design guidelines for landscape elements along the beach in order for Saen Suk Municipality to have the physical master plan and estimated budgets for developing projects in the coming years. With many potentials of Bangsaen Beach: its location, unique history and culture, and the variety of prestine coastal landscape, together with the current local and national policies: Saen Suk Smart City and the Eastern Economic Corridor (EEC), the beach area will somehow be transformed in response to population growth, both local residence and tourists. To prevent the permanent damage on Bangsaen’s ecology and local culture, development planning for the beach must be done by balancing the conservation and development under the principles of sustainable tourism and creative economy. In addition, the concept of sustainable transportation must be incorporated by providing choices of convenience and safe access to the beach area. Lastly the variety of beach activities must be added in order to make Bangsaen Beach a tourist attraction that creates "happiness and fun" for all users. The key proposals for Bangsaen Beach Development Master Plan include: 1) the concentration of development zones based on the vulnerability of the beach ecosystem; 2) the revitalization and enrichment of the beach’s original identities such as: the sand castles festival, ‘Kao Larm’, the legend of Saen & Mook, and the local fishing culture. 3) the establishment of a fresh and memorable image, flourished from the original ones, such as the place for healthy activities, the local artful beach, the ‘play & learn’ place for everyone. The Master Plan also physically defines sub zones to create several landmarks along the 6-km long beach to help orienting the visitors. Each zone is also assigned a center for activities and facilities suitable for each group of users: ‘Festival Zone’ (Bangsaen Historical Center), ‘Pleasant Zone’ (Tourist Information Center), ‘Happiness Zone’ (Tourist Activity Center) and ‘Art Zone’ (Community Activities Center).
