Abstract

รายงานสถานการณ์ทางสังคมของกระรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ประจำปี พ.ศ.2560 เป็นการรายงานข้อมูลสถิติของกลุ่มเป้าหมายของกระทรวง สถานการณ์ทางสังคมที่สำคัญ ที่เกิดขึ้นในปี พ.ศ.2560 โดยในรายงานมีการนำเสนอถึงรายงานสถิติที่สำคัญที่เป็นเครื่องบ่งชี้สถานการณ์ทางสังคมของกลุ่มเป้าหมาย การดำเนินงานของกรมต่าง ๆ และกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ในประเด็นที่เกี่ยวข้อง รวมถึงความท้าทายต่าง ๆ ของการดำเนินงานของกระทรวงที่จะต้องดำเนินการ ในอนาคต ซึ่งความท้าทายเหล่านี้อาจเกิดมาจากทั้งปัจจัยภายในและภายนอกประเทศ รายงานสถานการณ์ทางสังคมอาจมีความแตกต่างจากรายงานฉบับก่อน ๆ ที่มีการให้ความสำคัญกับเศรษฐกิจของครัวเรือนที่จะส่งผลต่อรูปแบบความเป็นอยู่ของครัวเรือน กลุ่มเป้าหมาย ปัญหาของครัวเรือน และผลลัพธ์ของการพัฒนาของครัวเรือน ทั้งนี้ วัตถุประสงค์ในการจัดทำรายงานสถานการณ์ทางสังคมประจำปี พ.ศ.2560 เพื่อเป็นการรวบรวมสถานการณ์ทางสังคมทั้งเชิงกลุ่มเป้าหมายและเชิงประเด็นที่สำคัญ โดยกลุ่มเป้าหมายที่สำคัญของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ประกอบด้วย เด็กและเยาวชน สตรีและครอบครัว ผู้สูงอายุ คนพิการ คนไร้ที่พึ่ง ที่อยู่อาศัย และการค้ามนุษย์ ซึ่งกระทรวงได้เฝ้าระวังและมีการติดตามสถานการณ์อย่างต่อเนื่อง ในรายงานยังมีการนำเสนอถึงประเด็นทางสังคมที่มีการเปลี่ยนแปลงอย่างรวดเร็ว เช่น ปัญหาความรุนแรง สถานการณ์การตั้งครรภ์ไม่พร้อม สถานการณ์ของผู้สูงอายุ นอกจากนี้ยังมีประเด็นของการพัฒนาการทำงานของกระทรวงการพัฒนาสังคมและความมั่นคงในหลาย ๆ ด้าน เช่น การส่งเสริมอาชีพให้กับคนพิการ การจัดการที่อยู่อาศัยให้กับกลุ่มผู้มีรายได้น้อย การสร้างความเสมอภาคระหว่างหญิงชาย การแก้ไขปัญหาการค้ามนุษย์ เป็นต้น ในส่วนสุดท้ายเป็นความท้าทายในด้านของการทำงานของกระทรวงในอนาคต เช่น การขับเคลื่อนงานของกระทรวงด้านประชาสังคมและวัฒนธรรมอาเซียน การพัฒนาตามกรอบการพัฒนาที่ยั่งยืน เป็นต้น

Report on social situations of Ministry of Social Development and Human Security in year 2017 presents situation about ministry’s target groups, important social situations, and statistics in year 2017. The purpose of the report is to collect social situations both in terms of target groups and critical social issues. The target groups of the Ministry of Social Development and Human Security are children and youth, women and families, the elderly, people with disabilities, homeless, and human trafficking. This report presents important statistics that indicate the social situations of the target groups, challenges, and policy implementations of the Ministry of Social Development and Human Security on relevant issues. These challenges can be triggered by both internal and external factors. At this year, report is different from previous annual social report that presents relationship between household economy and well-being of the household and target groups, in addition this report also presents about international social indicator that benchmarking country’s social progress to international. The report also presents a number of rapidly changing social issues such as violence, teenage pregnancy, elderly well being. There are development issues in many areas such as the promotion of occupation for the disabled, management of housing for low income groups, promoting gender equality, and resolving human trafficking problem. Lastly, this also presents challenges of ministry's missions in the future, such as country focal point to promote the Socio – Cultural Community (ASCC) as well as sustainable development goals (SDGs).
