Abstract

อุตสาหกรรมสมุนไพรเป็นอุตสาหกรรมที่มีศักยภาพและสามารถสร้างความยั่งยืนในฐานะที่เป็นส่วนหนึ่งของอุตสาหกรรมเป้าหมาย ทั้งที่เป็นอุตสาหกรรมเดิม (First S-Curve) และถูกคาดการณ์ว่าจะเป็นกลไกในการขับเคลื่อนเศรษฐกิจเพื่ออนาคต (New Engine of Growth) โดยการเปลี่ยนแปลงรูปแบบของสินค้าและเทคโนโลยี สามารถสร้างรายได้ให้ประเทศไทยได้ ประกอบกับความต้องการใช้สมุนไพรในประเทศไทยและทั่วโลกเพิ่มขึ้นอย่างต่อเนื่อง ทั้งในรูปแบบของผลิตภัณฑ์และสารสกัดสมุนไพร จึงเป็นโอกาสสำคัญที่จะส่งเสริมให้เกษตรกรและผู้ประกอบการไทยให้ความสนใจสมุนไพรมากยิ่งขึ้น แต่การบริหารจัดการอุตสาหกรรมสมุนไพรในปัจจุบันไม่เป็นระบบที่ชัดเจน วัตถุดิบในประเทศไม่เพียงพอต่อการทำเชิงอุตสาหกรรม คุณภาพวัตถุดิบไม่ได้มาตรฐาน และปัญหาด้านการจัดการห่วงโซ่อุปทานและโครงสร้างพื้นฐานที่สนับสนุนภาคอุตสาหกรรม อีกทั้งผู้ประกอบการสมุนไพรส่วนใหญ่เป็นผู้ประกอบการขนาดกลางและขนาดเล็กที่มีความสามารถในการแข่งขันน้อย หากพิจารณาจากสัดส่วนของโรงงานที่ผ่านการรับรองมาตรฐานมีเพียง ร้อยละ ๔.๔๗ เท่านั้น ดังนั้นจึงจำเป็นต้องได้รับการส่งเสริมให้ได้การรับรองมาตรฐาน รวมถึงช่วยเหลือด้านเงินทุนเพื่อให้เกิดศักยภาพตามที่กำหนด กิจกรรมการส่งเสริม พัฒนา โรงงานต้นแบบแปรรูปสมุนไพร (Support Center Model) จึงดำเนินการโดยมีวัตถุประสงค์เพื่อยกระดับขีดความสามารถในการแข่งขันในอุตสาหกรรมสมุนไพร ด้วยมาตรฐานการผลิต เทคโนโลยี และกระบวนการผลิตหรือเพิ่มประสิทธิภาพการผลิต จะยังประโยชน์แก่อุตสาหกรรมสมุนไพรในภาพรวมการดำเนินโครงการ กำหนดพื้นที่จำนวน 2 พื้นที่ จังหวัดสุราษฎร์ธานี และจังหวัดเชียงราย ซึ่งทั้ง 2 จังหวัดมีเครือข่ายสมุนไพรที่เข้มแข็ง โดยในการดำเนินงาน ที่ปรึกษาได้ให้กลุ่มเครือข่ายสมุนไพรคัดเลือกและเสนอพื้นที่ที่จะพัฒนาเป็นโรงงานต้นแบบ จากนั้นทีมที่ปรึกษาทำการสำรวจ ศึกษา และคัดเลือกพื้นที่ รวมทั้งวินิจฉัยสถานประกอบการที่พร้อมทั้งสถานที่ และทีมงานที่จะรับการส่งเสริม พัฒนา เป็นโรงงานต้นแบบแปรรูปสมุนไพร ทีมที่ปรึกษาจัดหาเครื่องจักรและอุปกรณ์ที่เหมาะสมให้กับผู้เข้าร่วมโครงการ จากนั้นที่ปรึกษาให้คำปรึกษาแนะนำให้กับผู้เข้าร่วมโครงการเกี่ยวกับเรื่อง มาตรฐานสากล แนะนำการออกแบบวางแปลนและการคัดเลือกเครื่องจักร อุปกรณ์ ที่ใช้แปรรูปสมุนไพรเบื้องต้นในโรงงานต้นแบบ, แนะนำการใช้เครื่องจักรและการบำรุงรักษา แนะนำการจัดทำ Blueprint โรงงานต้นแบบแปรรูปสมุนไพร จัดอบรมให้ความรู้เกี่ยวกับการแปรรูปผลิตภัณฑ์ การขอขึ้นทะเบียนอาหารและยา (อย.) และการจัดทำระบบมาตรฐาน GMP ให้คำแนะนำผู้เข้าร่วมโครงการในการเขียนแผนธุรกิจ (Business Plan) และนำผู้เข้าร่วมโครงการไปศึกษาดูงานเพื่อแลกเปลี่ยนข้อมูลเชิงลึกกับผู้เชี่ยวชาญด้านการแปรรูปสมุนไพร จำนวน 2 แห่ง คือ 1) โรงงานเภสัชอุตสาหกรรม เจเอสพี (ประเทศไทย) จำกัด สาขาลำพูน 2) ลำปางรักษ์สมุนไพร จังหวัดลำปาง นอกจากนี้ผู้เข้าร่วมโครงการได้รับเครื่องจักร อุปกรณ์ ที่ใช้แปรรูปสมุนไพรเบื้องต้นในโรงงานต้นแบบ พร้อมกับความรู้เกี่ยวกับการใช้งาน การแปรรูปผลิตภัณฑ์ ที่ทำให้สามารถพัฒนาไปสู่ การขอขึ้นทะเบียนอาหารและยา (อย.) และการจัดทำระบบมาตรฐาน GMP ต่อไปได้ ซึ่งผลจากการดำเนินกิจกรรมทั้งหมดตลอดโครงการ พบว่า กลุ่มผู้เข้าร่วมโครงการ มีความกระตือรือร้น และมีความสามัคคีกันมากยิ่งขึ้น โดยมีการวางแผนร่วมกัน เพื่อใช้ประโยชน์จากเครื่องจักร และอุปกรณ์ที่ได้รับจากโครงการนี้ และมีความต้องการพัฒนาผลิตภัณฑ์ให้ได้การรับรองมาตรฐานอาหาร ตามเกณฑ์ของสำนักงานคณะกรรมการอาหารและยาต่อไป
