พัฒนาแนวทางการขับเคลื่อนทฤษฎีใหม่เพื่อการพัฒนาพื้นที่ในขั้นที่ 2 ตามปรัชญาของเศรษฐกิจพอเพียง

Abstract

งานวิจัยนี้มุ่งหมายที่จะพัฒนาแนวทางการขับเคลื่อนทฤษฎีใหม่เพื่อการพัฒนาพื้นที่ในขั้นที่ 2 ตามปรัชญาของเศรษฐกิจพอเพียง เทคนิคการวิจัยเชิงคุณภาพได้ถูกนำมาใช้ทั้งการทบทวนวรรณกรรม การสัมภาษณ์เชิงลึก และการสังเกตการณ์ โดยการทบทวนวรรณกรรมมุ่งทำความเข้าใจแนวคิดและหลักการพัฒนาพื้นที่อย่างยั่งยืนทั้งในและต่างประเทศ ครอบคลุมตั้งแต่ปรัชญาของเศรษฐกิจพอเพียง ทฤษฎีใหม่ การรวมกลุ่มทางสังคม (social cohesion) วิสาหกิจชุมชน (community enterprise) และสหกรณ์ (cooperative) ทั้งนี้ ได้มีการคัดเลือกกรณีศึกษา 10 แห่งจากภูมิภาคต่างๆ ทั่วประเทศเพื่อถอดบทเรียนการนำทฤษฎีใหม่ในขั้นที่ 2 ไปใช้ในการพัฒนาพื้นที่ การสัมภาษณ์ครอบคลุมผู้มีส่วนได้เสียหลัก อาทิ ผู้ริเริ่มก่อตั้งกลุ่ม สมาชิกกลุ่ม ผู้บริหารกลุ่ม และหน่วยงานสนับสนุนทั้งที่จากภาครัฐ ภาคเอกชน และภาคประชาสังคม การสังเกตการณ์ครอบคลุมทั้งกระบวนการบริหารจัดการกลุ่ม การผลิต และการขาย หลังการตรวจสอบสามเส้า (data triangulation) สามารถสรุปผลวิจัยได้ว่า ปรัชญาของเศรษฐกิจพอเพียงและทฤษฎีใหม่เป็นรากฐานสำคัญในการสร้างนวัตกรรมสังคม (social innovation) ในประเทศไทย การพัฒนาพื้นที่ที่ประสบความสำเร็จมีการดำเนินอย่างเป็นลำดับขั้น ที่เรียกว่า บันได 7 ขั้นสู่การรวมกลุ่มอย่างยั่งยืน ประกอบด้วย ขั้นที่ 1 ตรวจสอบความพร้อมของกลุ่ม ขั้นที่ 2 สร้างความเข้าใจในสิทธิหน้าที่และจัดสรรประโยชน์ให้เป็นธรรม ขั้นที่ 3 พัฒนาโมเดลธุรกิจและระบบการจัดการกลุ่มให้ทันสมัย ขั้นที่ 4 เพิ่มประสิทธิภาพการผลิตและการขาย ขั้นที่ 5 กระตุ้นการมีส่วนร่วมของสมาชิกในทุกขั้นตอนหลักของกลุ่ม ขั้นที่ 6 ส่งเสริมการใช้ฐานข้อมูลและองค์ความรู้เพื่อปรับปรุงการบริหารกลุ่ม และขั้นที่ 7 สร้างทักษะการทำงานร่วมกับหน่วยงาน ให้ตรงจุดสำคัญและต่อเนื่อง

This research aims to develop a new theoretical approach for area development in phase 2 by the philosophy of sufficiency economy. The qualitative research techniques are applied for literature review, in-depth interviews and observations. The review of literature aims to understand the concept and principle of sustainable area development both domestic and international. It also covers the philosophy of sufficiency economy, new theory, social cohesion, community enterprise and cooperative. Therefore, 10 nationwide case studies from different regions are selected to learn their lessons of new theory application of phase 2 area development. The interviews cover the main stakeholders for example group establisher, group members, executives and supportive government and private sector also the civil society. The observations cover the group management process, production and sale. After the data triangulation, the result summarizes that the philosophy of sufficiency economy and new theory are the essential foundation of social innovation in Thailand. The successful area development operates hierarchically which is called the 7 steps to sustainable integration composing of Step 1 Check the group readiness Step 2 Educate the understanding of duty and fair benefit allocation Step 3 Develop the business model and modern group management process Step 4 Increase the efficiency of production and sale Step 5 Stimulate the participation of members in every main process of the group Step 6 Encourage to apply the database and knowledge to improve the group management Step 7 Create the key and continuous cooperative skill to work with the agencies
