ติดตามประเมินผลโครงการเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิด ประจำปีงบประมาณ 2560

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์การศึกษาเพื่อประเมินผลโครงการเด็กแรกเกิดใน 3 ประเด็น ได้แก่ 1) พัฒนาการสมวัยตามเกณฑ์พัฒนาการเด็กปฐมวัย 2) ความสอดคล้องของการตรวจสอบความถูกต้องของกลุ่มเป้าหมายที่ได้รับเงินอุดหนุนกับคุณสมบัติที่กำหนด และ 3) เพื่อประเมินผลกระทบจากการจ่ายเงินผ่านระบบ e-payment ระเบียบวิธีการศึกษา เป็นการศึกษาผสานวิธี การวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ ประชากรที่ศึกษารวมทั้งสิ้น 19,362 คน การเก็บข้อมูล 4 ภาค 66 จังหวัด ผลการประเมินพบว่า กลุ่มตัวอย่างเข้าใจว่าวัตถุประสงค์โครงการฯ เพื่อช่วยเหลือครอบครัวยากจน และสร้างสวัสดิการพื้นฐานเด็ก ผลการประเมินตามตัวชี้วัดร้อยละ 85.0 ของเด็กแรกเกิดมีพัฒนาการสมวัย พบว่า ภาพรวมกลุ่มตัวอย่างเด็กแรกเกิดผ่านเกณฑ์ร้อยละ 96.7 ด้านคุณสมบัติของกลุ่มเป้าหมายที่ได้รับสิทธิ์ตรงตามเกณฑ์พบว่าผู้ผ่านเกณฑ์การวัดความยากจนทางอ้อมได้ร้อยละ 73.3 และผู้ไม่ผ่านร้อยละ 26.9 ผลการจ่ายเงินผ่านระบบ e – payment หรือ Prompt Pay ผ่านเกณฑ์ร้อยละ 88.6 ผลกระทบที่เกิดขึ้นกับแม่คือ โครงการฯ ส่งเสริมให้มารดาที่ยากจนมีกำลังใจเลี้ยงดูลูก เปลี่ยนใจไม่ทอดทิ้งลูก โดยมีเจ้าหน้าที่ รพ.สต. ติดตามเยี่ยมมารดาและให้ความรู้การดูแลเด็ก ข้อเสนอแนะการพัฒนาโครงการฯมี 3 ทางเลือกได้แก่ ทางเลือกที่ 1 เงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิดแบบถ้วนหน้า (For All) 600 บาทต่อเดือน (เด็กแรกเกิด-3 ปี) ทางเลือกที่ 2 เงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิดเฉพาะมารดาที่ยากจน 600 บาทต่อเดือน และทางเลือกที่ 3 เงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิดตั้งแต่มารดาตั้งครรภ์ ควรดำเนินการในระยะที่รัฐมีความพร้อมด้านการเงินการคลังเพิ่มขึ้น

The objectives of this research center are as the following: (1) Age-appropriate development of children in primary education (2) Outreach of the targeted groups of the child support grant (3) Evaluation of the distributional impact of e-payment. This is a combination of quantitative and qualitative research covering 19,362 informants over four regions of 66 provinces of Thailand. A Finding of the evaluation is that the sample group understood the objectives of the child support grant in support of poor households and the provision of basic welfare support for children. 85% of newborn children go through appropriate age-development. Overall 96.7 percent of the sampling of new born children have reached the criteria. Of the outreach of the targeted group, 73.3 percent have passed the poverty line while 26.9 percent have not passed the poverty test. 88.6% percent have passed the e-payment or prompt pay level. The impact of the cash support grant has resulted in poor mothers not abandoning their child and supporting their child with the help of hospital staffs following up on the mothers and giving them further knowledge about childcare. Recommendations for the child support grants include three measures. First is to offer the child support grants for all, 600 baht per month is given to children from 0 to 3 years. The second measure is to offer 600 baht per month to poor mothers. The final measure is to expand the child support grants for mothers who are pregnant in accordance to the readiness of the government in terms of financial budget.
