ประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น Integrity and Transparency Assessment ( ITA ) ประจำปีงบประมาณ ๒๕๕๘ จังหวัดร้อยเอ็ด

Abstract

โครงการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น จังหวัดร้อยเอ็ด (Integrity Transparency Assessment) ประจำปีงบประมาณ 2558 มีวัตถุประสงค์ 1) เพื่อประเมินผลระดับคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่นที่เข้าร่วมโครงการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น และนำผลการประเมินไปใช้ประโยชน์ในการกำหนดนโยบายการบริหารงานขององค์กรปกครองส่วนท้องถิ่นต่อไป 2) เพื่อให้ได้ข้อเสนอแนะในการปรับปรุง/พัฒนาคุณธรรมและความโปร่งใสขององค์กรปกครองส่วนท้องถิ่น และ 3) เพื่อสร้างภาพลักษณ์ขององค์กรปกครองส่วนท้องถิ่นด้านการบริหารจัดการที่มีระบบคุณธรรมและความโปร่งใสยิ่งขึ้นสอดคล้องกับวาระมหาดไทยใสสะอาดซึ่งเป็นนโยบายในการป้องกันและปราบปรามการทุจริตของกระทรวงมหาดไทย วิธีการประเมินใช้แบบสำรวจความคิดเห็น 3 แบบ และในแต่ละแบบมีกลุ่มตัวอย่างผู้ให้ข้อมูล ดังนี้ 1) แบบประเมินความคิดเห็น Internal Integrity & Transparency ซึ่งสำรวจจากเจ้าหน้าที่ภายในองค์กรปกครองส่วนท้องถิ่น ที่มีอายุงาน1 ปี ขึ้นไปเป็นผู้ตอบ 2) แบบสำรวจความคิดเห็น External Integrity & Transparency เป็นการสำรวจจากผู้รับบริการ หรือผู้มีส่วนได้ส่วนเสียขององค์กรปกครองส่วนท้องถิ่น โดยการสุ่มตัวอย่างในพื้นที่ อปท. จำนวน 100 ตัวอย่าง โดยกระจายตามกลุ่มประชากรอย่างเหมาะสม และ3) แบบสำรวจใช้หลักฐานเชิงประจักษ์ Evidence-Based Integrity and Transparency Assessment เป็นการประเมินจากผู้บริหารท้องถิ่นหรือบุคลากรที่ได้มอบหมายเป็นผู้ตอบแบบประเมินพร้อมแนบเอกสารหรือหลักฐานประกอบ จำนวน อปท. ละ 1 ชุด ซึ่งข้อมูลที่ได้มาจากแบบสำรวจนำไปทำการประเมินผลด้วยโปรแกรมคอมพิวเตอร์ SPSS และวิเคราะห์ข้อมูลโดยใช้ค่าร้อยละค่าน้ำหนัก และค่าเฉลี่ย ผลการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น จังหวัดร้อยเอ็ด มีผลตามวัตถุประสงค์ ดังนี้ 1. ผลการประเมินระดับคุณธรรมและความโปร่งในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น จังหวัดร้อยเอ็ด พบว่า ผลรวมคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น จังหวัดร้อยเอ็ด ทั้งจำนวน 201 แห่ง อยู่ในระดับสูง (72.31) และเมื่อพิจารณาผลการประเมินรายดัชนีชี้วัดสามารถเรียงลำดับคะแนนการประเมิน ดังนี้ 1) ความปลอดการทุจริตในการปฏิบัติงานอยู่ในระดับสูงมาก (ร้อยละ 88.94) 2) ความพร้อมรับผิดอยู่ในระดับสูง (ร้ อยละ 79.99) 3) คุณธรรมการทำงานในหน่วยงาน อยู่ในระดับสูง (ร้อยละ 67.29) 4) วัฒนธรรมคุณธรรมในองค์กรอยู่ในระดับสูง (ร้อยละ 66.30) และ 5) ความโปร่งใส อยู่ในระดับปานกลาง (ร้อยละ 59.01) 2. ข้อเสนอในการปรับปรุงหรือพัฒนาคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น พบว่า มีข้อเสนอให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดร้อยเอ็ด ปรับปรุงหรือพัฒนาคุณธรรมและความโปร่งใสในการดำเนินงาน ดังต่อไปนี้ 2.1 ให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดร้อยเอ็ด จัดทำแผนป้องกันและปราบปรามการทุจริต และส่งเสริมให้แต่ละ อปท. มีกิจกรรมรวมกลุ่มของเจ้าหน้าที่เพื่อรณรงค์ ส่งเสริมการบริหารงานใน อปท. จังหวัดร้อยเอ็ดให้โปร่งใส 2.2 ปรับปรุงหรือพัฒนาการให้บริการและการทำงานของบุคลากรเจ้าหน้าที่และพนักงานท้องถิ่น เกี่ยวกับการให้บริการประชาชนที่มีความกระตือรือร้น ตรงต่อเวลา มีความเต็มใจในการให้บริการ และให้บริการโดยไม่เลือกปฏิบัติ 2.3 ปรับปรุงหรือพัฒนาการบริหารงานขององค์กรปกครองส่วนท้องถิ่นให้มีความโปร่งใสโดยการเปิดเผยข้อมูลข่าวสาร ในการดำเนินงานของ อปท. ให้ประชาชนทราบในช่องทางต่างๆ 3. การสร้างภาพลักษณ์ขององค์กรปกครองส่วนท้องถิ่นด้านการบริหารจัดการที่มีระบบคุณธรรมและความโปร่งใส พบว่า ประชาชนผู้มีส่วนได้ส่วนเสียในพื้นที่องค์กรปกครองส่วนท้องถิ่นจังหวัดร้อยเอ็ด ร้อยละ 60 เสนอให้มีการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองท้องถิ่นให้ต่อเนื่อง เพื่อเป็นการตรวจสอบการดำเนินงานขององค์กรปกครองส่วนท้องถิ่นให้มีการปรับปรุงและพัฒนาด้านคุณธรรมและความโปร่งใสอย่างสม่ำเสมอ นอกจากนี้ การให้ อปท. จัดทำแผนป้องกันและปราบปรามการทุจริตในองค์กรปกครองส่วนท้องถิ่นแต่ละแห่ง เพื่อนำเสนอโครงการ/แผนงาน ตลอดจนกลไกในการเสริมสร้างให้เกิดระบบคุณธรรมและความโปร่ใสที่เป็นรูปธรรม ซึ่งประชาชนหรือตัวแทนภาคประชาสังคมส่วนต่างๆ เข้ามามีส่วนร่วมในการบริหารจัดการ โดยเฉพาะการร่วมจัดทำแผนป้องกันการทุจริต เช่น จัดให้มีการตั้งกรรมการตรวจสอบเพื่อตรวจสอบการดำเนินงาน และจัดให้มีการตั้งคณะกรรมการจากภาคส่วนต่างๆ เพื่อเป็นการช่วยพิจารณารับพนักงานท้องถิ่นเข้าทำงาน ตลอดจนการเปิดเผยข้อมูลข่าวสารต่างๆ ในองค์กรปกครองส่วนท้องถิ่น เช่น เปิดเผยข้อมูลงบประมาณรายรับ-รายจ่าย และรายงานผลการดำเนินงานของ อปท. ในรอบปี สิ่งที่กล่าวมาข้างต้นเหล่านี้ย่อมเป็นส่วนหนึ่งของการสร้างภาพลักษณ์ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดร้อยเอ็ดให้มีความใสสะอาดเป็นไปตามนโยบายการป้องกันและปราบปรามการทุจริตของกระทรวงมหาดไทย The project of integrity and transparency assessment in the implementation of the Local Administrative Organizations (LAO) in Roi-Et province as of fiscal year 2015 aims to 1) assess the level of integrity and transparency in the implementation of local Administrative organizations participating in the integrity and transparency assessment project and use the assessment results to determine the administrative policy for the organizations, 2) obtain suggestions for improvement/development of integrity and transparency for Local Administrative Organizations and 3) create a good image for Local Administrative Organizations with more integrity and transparency in accordance with Transparent Interior Agenda which is the anti-corruption and preventive policy of Ministry of the Interior. The assessment consisted of 3 surveys, and each survey consisted of groups of informants as follows: 1) Internal Integrity & Transparency was conducted on the staff in the Local Administrative Organizations who have worked for more than 1 year, 2) External Integrity & Transparency was conducted on service recipients or interested persons of Local Administrative Organizations. One hundred samples were drawn from the population living in the local administration areas with appropriate distribution, and 3) Evidence-Based Integrity and Transparency Assessment was conducted on local administrators or personnel who were assigned to do the assessment with one copy of supporting documents or evidence. The data obtained from the survey were assessed with SPSS computer software and analyzed with percentage, weight value and mean. The results of integrity and transparency assessment of the implementation of the Local Administrative Organizations in Roi-Et province according to the objectives are as follows. 1. In terms of level of integrity and transparency in the implementation or the Local Administrative Organizations in Roi-Et province, the overall integrity and transparency in the implementation of 201 the Local Administrative Organizations in Roi-Et province was at the high level (72.31 percent).Considering each of the indicators, it can be ranked as follows: 1) corruption-free which was at the high level (88.94 percent), 2) readiness for responsibility which was at the high level (79.99 percent), 3) integrity in the organization which was at the high level (67.29 percent), 4) integrity culture in the organization which was in the high level (66.30 percent) and 5) transparency which was at the medium level (59.01 percent). 2. In terms of suggestion for improvement or development of integrity and transparency for the implementation of Local Administrative Organizations, it was found that there were suggestions for the Local Administrative Organizations in Roi-Et province to improve and develop in terms of integrity and transparency in the implementation as follows. 2.1 The Local Administrative Organizations in Roi-Et province should make plans to prevent and suppress corruption and promote each organization to hold activities with its staff in order to campaign and promote transparency in the Local Administrative Organizations in Roi-Et province. 2.2 The service provision and implementation of personnel, staff and local staff should be improved or developed to be enthusiastic, punctual and willing to provide service without discrimination. 2.3 The administration of Local Administrative Organizations should be more transparent by making information concerning the implementation available for the public via certain channels. 3. In terms of creating a good image for the Local Administrative Organizations in terms of integrity and transparency, it was found that the Local Administrative Organizations in Roi-Et province suggested continuous integrity and transparency assessment in order toaudit the implementation. In addition, the Local Administrative Organizations should make plans to prevent and suppress corruption and propose a project/working plan along with mechanisms to promote transparency in a concrete manner by allowing the public or civil society representatives to participate in the administration such as establishing an auditing committee in order to audit the implementation and establishing regional committees to help consider recruiting local staff, as well as making information available such as income-expense statement, annual local administration operational report, etc.The aforementioned is part of the process to create a transparent image for the Local Administrative Organizations in Roi-Et province according to the anti-corruption and preventive policy of Ministry of the Interior.
