พัฒนาศักยภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรม ภายใต้โครงการพัฒนาศักยภาพการบริหารจัดการธุรกิจบริการ ภายใต้ข้อตกลง AFAS ปีงบประมาณ

Abstract

เนื่องจากธุรกิจก่อสร้าง เป็นธุรกิจหนึ่งในปัจจัยสี่ ที่มีความสำคัญในการขับเคลื่อนเศรษฐกิจและสังคมของประเทศ เป็นรากฐานที่สำคัญในการพัฒนาประเทศให้เจริญรุ่งเรือง และยิ่งจะทวีคูณความสำคัญมากขึ้นหลังจากการบังคับใช้ข้อตกลงประชาคมเศรษฐกิจอาเซียน หรือ AEC ตั้งแต่ปี 2559 เป็นต้นไป เพื่อให้ผู้ประกอบการในธุรกิจก่อสร้างและวิศวกรรมของไทย พร้อมรับต่อการเปลี่ยนแปลงดังกล่าว กรมพัฒนาธุรกิจการค้า จึงจัดทำโครงการพัฒนาศักยภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรมขึ้น โดยมุ่งเน้นที่การพัฒนาเกณฑ์มาตรฐานคุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรม เพื่อเพิ่มขีดความสามารถในการตอบสนองต่อความต้องการของลูกค้า ซึ่งจะเป็นแรงสนับสนุนในการประกอบธุรกิจให้เติบโตอย่างเข้มแข็ง มั่นคง และอย่างยั่งยืน โดยมีวัตถุประสงค์หลัก เพื่อศึกษาและกำหนดเกณฑ์มาตรฐานคุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรม ซึ่งเป็นเครื่องมือในการตรวจประเมินระดับมาตรฐานคุณภาพการบริหารจัดการของธุรกิจบริการก่อสร้างและวิศวกรรม ที่สะท้อนให้เห็นปัญหาที่แท้จริงของธุรกิจ สามารถใช้กำหนดทิศทางในการสร้างหรือปรับปรุงมาตรฐานคุณภาพการบริหารจัดการให้สอดคล้องกับสถานการณ์ปัจจุบันของธุรกิจได้อย่างเหมาะสม และเพื่อยกระดับการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรม ให้มีระบบการบริหารจัดการเป็นไปตามเกณฑ์มาตรฐานคุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรมที่กำหนดขึ้น พร้อมทั้งทำให้เกณฑ์มาตรฐานคุณภาพดังกล่าวเป็นที่ยอมรับแก่สาธารณชน การดำเนินการภายใต้โครงการดังกล่าวมีเพื่อให้ได้เกณฑ์มาตรฐานคุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรมปี 2559 แบ่งออกเป็น 3 ส่วนคือ ส่วนที่ 1 การศึกษาจากข้อมูล ทุติยภูมิ ได้แก่ เกณฑ์มาตรฐานการบริหารจัดการโดยรวม (Total Quality Management) หรือมาตรฐานอื่นที่เทียบเคียงได้กับมาตรฐานคุณภาพสากลจัดการธุรกิจบริการก่อสร้างและวิศวกรรม เป็นต้น ส่วนที่ 2 การนำเสนอร่างเกณฑ์ฯและทดสอบกับกลุ่มผู้มีส่วนได้ส่วนเสีย เพื่อนำความคิดเห็นจากผู้มีส่วนได้ส่วนเสีย มาทำการปรับปรุงเกณฑ์มาตรฐานคุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรมให้มีความสมบูรณ์ยิ่งขึ้น และส่วนที่ 3 คัดเลือกผู้ประกอบการจำนวน 30 ราย เพื่อเข้ารับการพัฒนาภายใต้เกณฑ์คุณภาพการบริหารจัดการธุรกิจบริการก่อสร้างและวิศวกรรม พร้อมจัดทำรายงานข้อมูลเปรียบเทียบธุรกิจก่อนและหลังการพัฒนาภายใต้เกณฑ์คุณภาพดังกล่าว

The construction industry is a major driving force for the economy and is a foundation for the development of the country which will increase in importance following the implementation of the ASEAN Economic Community (AEC) agreements in B.E 2559. In order to prepare stakeholders in the construction and engineering industry, the Department of Business Development (DBD) has prepared a project to develop the standard of management in construction and engineering in order to increase the industry’s potential in responding to customers’ needs which will support sustainable and effective growth of business operation. The objective of this project is to study and establish quality standards of management in the construction and engineering industry which will be a tool in evaluating the quality and standard of construction and engineering management to reflect the issues in the industry and to indicate the trend in construction as well as improving the quality of management to conform with the current situation of the industry. Moreover, another objective is to improve the management of the construction and engineering industry to conform to the established standard and to ensure acceptance by the public. Operation under the above project is to establish a quality standard in managing the construction and engineering industry in BE 2559 and is in threefold. The first part is studying secondary data from Total Quality Management or relevant, the second part is presenting a draft of the standard and experimenting with related stakeholders to implement the comments from stakeholders in improving the total quality construction and engineering management standard to perfection. The final part is selecting 30 operators for development under the set standard and to prepare a documented comparison between the industry before and after the set criterion.
