จัดทำแผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสาร ฉบับที่ 3 ของ สสวท. (พ.ศ. 2559 – พ.ศ.2561)

Abstract

โครงการจัดทําแผนแมบทเทคโนโลยีสารสนเทศและการสื่อสาร พ.ศ. 2559-2561 (ฉบับที่ 3)ของสถาบันสงเสริมการสงวิทยาศาสตร์และเทคโนโลยี (สสวท.) ไดจัดทําขึ้นเพื่อใช้เป็นแนวทางในการพัฒนาเทคโนโลยีสารสนเทศและการสื่อสารเพื่อสนับสนุนการดําเนินงานของ สสวท. ใหบรรลุภารกิจด้านเทคโนโลยีสารสนเทศและการสื่อสารตามพันธกิจ วิสัยทัศน์ และยุทธศาสตร์ขององค์กร อีกทั้งสามารถรองรับการเปลี่ยนแปลงขององค์กรในอนาคตที่ตองการส่งเสริมการทํางานในรูปแบบอิเล็กทรอนิกส์ ในการจัดทําแผนแม่บทฯ ฉบับนี้ คณะที่ปรึกษาจากมหาวิทยาลัยธรรมศาสตร์ ไดดําเนินการศึกษาวิเคราะห์ระบบและสํารวจความต้องการด้านเทคโนโลยีสารสนเทศของ สสวท. โดยผ่านทางแบบสอบถามการสัมภาษณ์และการประชุมสัมมนาร่วมรับฟังความคิดเห็น และศึกษาตัวอย่างที่ดีของแผนแม่บทฯ อื่นรวมถึงนโยบายด้านเทคโนโลยีสารสนเทศและการสื่อสารที่เกี่ยวข้อง เช่น แผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารฉบับที่ 3 ของประเทศไทย พ.ศ. 2557-2561 แผนแม่บทเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษาของกระทรวงศึกษาธิการ พ.ศ. 2557-2559 นโยบายดิจิทัลเพื่อเศรษฐกิจและสังคม กรอบนโยบายเทคโนโลยีสารสนเทศและการสื่อสาร ระยะ พ.ศ. 2554-2563 เป็นต้น รวมถึงศึกษาแนวโน้มการเปลี่ยนแปลงด้านเทคโนโลยีสารสนเทศและการสื่อสารที่มีผลกระทบต่อ สสวท. กรอบแนวคิดสถาปัตยกรรมด้านเทคโนโลยีสารสนเทศและการสื่อสาร ได้ถูกพัฒนาขึ้นเพื่อใช้เป็นกรอบแนวทางการพัฒนาระบบเทคโนโลยีสารสนเทศและการสื่อสารที่ชัดเจน และสามารถแก้ไขปัญหาที่มีอยู่ในปัจจุบันและสามารถตอบสนองตอการเปลี่ยนแปลงของเทคโนโลยีในอนาคต กรอบแนวคิดดังกล่าวได้มาจากการวิเคราะห์ยุทธศาสตร์ กระบวนการทํางาน ข้อมูลและปัญหาอุปสรรคของ สสวท. โดยใช้หลักการการบูรณาการแอพพลิเคชันขององค์กร (Enterprise Application Integration) ที่ใช้เทคโนโลยีในรูปแบบของการบริการเพื่อเป็นตัวกลางหรือตัวประสานให้เกิดการแลกเปลี่ยนข้อมูลของระบบเทคโนโลยีสารสนเทศต่างๆ ภายในองค์กรด้วยการจัดการการไหลของข้อมูลและการกําหนดมาตรฐานการติดต่อสื่อสารระหว่างระบบ กรอบแนวคิดนี้จะถูกใช้เป็นรากฐานสําหรับการวางแผนพัฒนาโครงการตางๆ ตามแผนแม่บทฯ ฉบับนี้ นอกจากนี้ ยังมีปัจจัยสําคัญที่มีผลต่อความสําเร็จในการบริหารจัดการแผนแม่บทฯ ได้แก่ การสร้างความตระหนักเกี่ยวกับแผนแม่บทฯ การจัดลําดับการดําเนินงานของโครงการต่างๆ การพัฒนาศักยภาพของบุคลากร ธรรมมาภิบาลด้านเทคโนโลยีสารสนเทศ และการสร้างความเข้าใจเกี่ยวกับกระบวนการทํางานปัจจุบันและการใช้เทคโนโลยีสารสนเทศเพื่อสนับสนุนการทํางาน ซึ่งคณะที่ปรึกษาฯ มีความหวังเป็นอย่างยิ่งว่า สสวท. จะประสบผลสําเร็จในการนําแผนแม่บทฯ ฉบับนี้ไปใช้เพื่อให้บรรลุวัตถุประสงค์ขององค์กร

The Master Plan Information and Communication Technology 2016­2018 (Volume 3) of the Institution for the Promotion of Teaching Science and Technology (IPST) has been prepared to provide a framework or guideline for the development of information and communication technology system. This master plan is developed to support IPST working process in order to achieve the tasks of ICT following the missions, visions, and strategies of the enterprise. Furthermore, the plan can also support future changes of the organization especially the working process via electronic means. For the preparation of the Master Plan, the Consultant team from Thammasat University conducted the system analysis and studies, and surveyed the IPST needs about ICT through questionnaires, interviews, and hearing seminars. Also, the Consultant team studied the best practices of different master plans and the relating policies about ICT such as the Master Plan Information and Communication Technology of Thailand, 2014­2018 (Volume 3) the Master Plan Information and Communication Technology for Education by the Ministry of Education 2014­2016; Digital Economy; ICT 2020 Policy Framework, etc. In addition, the Consultant team studied trends of the ICT changes which may impact IPST. The ICT conceptual architecture framework has been developed as a guideline to improve the ICT system, be able to find solutions for the existing challenges, and respond to the changes of ICT in the future. The framework derived from the analysis of strategies, working process, data, and obstacles of IPST by using the Enterprise Application Integration principle, where technology is used as services for data exchanges among information technology systems within the organization. Predefined data exchange standards or protocols are used for system communication. This conceptual framework will be used as a basis for developing different projects suggested in the master plan. Moreover, there are key factors which have an impact on the success of the master plan management. Those are the awareness raising about the master plan, the prioritization of different projects, the potential development of personnel, the IT governance, and building up understanding about the current working process and the use of technology to support the working process. The Consultant team really hopes that IPST will succeed in applying this master plan in order to achieve the organizational objectives.
