อนุรักษ์และพัฒนาเมืองเก่า : กำหนดขอบเขตพื้นที่เมืองเก่ากลุ่มที่ 2 (เมืองเก่า พะเยา เมืองเก่าพิจิตร เมืองเก่าตาก เมืองเก่านครราชสีมา เมืองเก่าสกลนคร เเละเมืองเก่าสตูล)

Abstract

ปัจจุบันเมืองเก่าได้ถูกความเจริญและการขยายตัวของตัวเมืองอย่างไม่มีขอบเขตและทิศทาง มีการใช้ประโยชน์ที่ดินที่หลากหลายกิจกรรม ทั้งภาคราชการและเอกชน เกิดความหนาแน่นแออัดของอาคารสถานที่และการจราจร เกิดปัญหาสิ่งแวดล้อม การเปลี่ยนแปลงวิถีชีวิตของชุมชน และการเปลี่ยนแปลงสภาพภูมิทัศน์ ทำให้องค์ประกอบเมืองเก่า คุณค่าของเมือง และเอกลักษณ์ความเป็นเมืองเก่าค่อย ๆ ลดความสำคัญและถูกทำลาย รัฐบาลจึงได้กำหนดนโยบายการดำเนินงานเป็นพิเศษเฉพาะพื้นที่ เป็นระเบียบสำนักนายกรัฐมนตรี ว่าด้วยการอนุรักษ์และพัฒนากรุงรัตนโกสินทร์ และเมืองเก่า พ.ศ. 2546 กำหนดให้มีการกำหนดขอบเขตพื้นที่เมืองเก่าซึ่งเป็นขั้นตอนแรกของแผนงานอนุรักษ์และพัฒนาเมืองเก่า โดยให้กำหนดบนพื้นฐานข้อมูลข้อเท็จจริงตามหลักฐานที่อ้างถึง และการค้นคว้าทางประวัติศาสตร์และโบราณคดี เมื่อมีขอบเขตพื้นที่เมืองเก่าแล้ว ทางจังหวัดและทุกภาคส่วนที่เกี่ยวข้องจะได้นำไปกำหนดหรือพัฒนากลไกและกระบวนการบริหารจัดการเมืองเก่าแบบบูรณาการได้ต่อไป ในปีงบประมาณ พ.ศ. 2558 ได้กำหนดให้มีการศึกษาเพื่อกำหนดขอบเขตพื้นที่เมืองเก่ากลุ่มที่ 2 จำนวน 6 เมือง ได้แก่ เมืองเก่าพะเยา เมืองเก่าพิจิตร เมืองเก่าตาก เมืองเก่านครราชสีมา เมืองเก่าสกลนคร และเมืองเก่าสตูล ซึ่งผลการดำเนินการกำหนดขอบเขตพื้นที่เมืองเก่าได้แล้วเสร็จ ผ่านความคิดเห็นจากทุกภาคส่วนที่เกี่ยวข้องในจังหวัด ยกเว้น เมืองเก่าพิจิตร ที่ไม่สามารถกำหนดขอบเขตพื้นที่เมืองเก่าได้ เนื่องด้วยองค์ประกอบของความเป็นเมืองเก่าไม่ครบถ้วนสมบูรณ์

The Old Cities have being disturbed by their growth and expansion without any limit and direction, including the different utilizations of land by the private and governmental sectors. The highly dense of buildings and traffic congestion are consequently found in these areas, and followed by the occurrences of various types of environmental problems. The alteration of community living paths and overall setting of landscape resulting in diminishing the values and identity of being an Old City, plausibly eventually absolutely destroyed. The government has realized the situation, and been trying to set up a specific policy by issuing an Office of Ministerial Regulation for Conserving and Developing the Ratanakosin City and the Old City B.E. 2546 (A.C. 2003). First of all, the boundaries of area with potentially being the Old Cities have to be delineated based upon the referred evidences and historical and literature searches. Then, the assigned boundaries will be used by the responsible provincial administration and all related organizations for designing or developing the mechanisms and processes of integrative administration. In B.E. 2558 the processes of delineating the Old City have been officially proposed for 6 of the 2nd ranked Old Cities; Phayao, Pichit, Tak, Nakhonratchasima, Sakonnakhon and Satun The tasks have been done based upon the approval of all sectors within the administrative province, and later scrutinized by the related national committee, except the Old City of Pichit where the composition of being Old City was not complied with the assigned criteria.
