พัฒนาระบบการบริหารงานจังหวัดและกลุ่มจังหวัดแบบบูรณาการเพื่อรองรับการเป็นเมืองที่มีศักยภาพเด่นเพื่อเชื่อมโยงสู่อาเซียน

Abstract

โครงการพัฒนาระบบการบริหารงานจังหวัดและกลุ่มจังหวัดแบบบูรณาการเพื่อรองรับการเป็นเมืองที่มีศักยภาพเด่น เพื่อเชื่อมโยงสู่อาเซียน เป็นโครงการที่มีวัตถุประสงค์เพื่อ 1) ศึกษา วิเคราะห์ศักยภาพ สภาพปัญหาและอุปสรรคของระบบบริหารจัดการจังหวัดในด้านต่าง ๆ รวมถึงศึกษาเชิงเปรียบเทียบกับรูปแบบและการพัฒนาระบบบริหารจัดการที่ดีของความเป็นเมืองสำคัญที่มีศักยภาพ เพื่อใช้เป็นข้อมูลในการกำหนดรูปแบบ และแนวทางวิธีการพัฒนาระบบบริหารจัดการ รวมถึงกลไกการขับเคลื่อนจังหวัดให้สามารถดำเนินงานบรรลุเป้าหมายตามยุทธศาสตร์ในระดับพื้นที่ และ 2) กำหนดรูปแบบการพัฒนาโครงสร้างและระบบบริหารจัดการของจังหวัด ที่ส่งเสริมสนับสนุนและเพิ่มศักยภาพของจังหวัดในการยกระดับให้เป็นเมืองสำคัญที่มีศักยภาพ เพื่อการสร้างโอกาสในการพัฒนาเมืองในการเชื่อมโยงโอกาสจากอาเซียน กระบวนการศึกษาวิจัยภายใต้โครงการดังกล่าว คณะผู้วิจัยเลือกศึกษา “เมืองชายแดนเพื่อการค้าและการลงทุน” เพื่อนำเสนอแนวทางและวิธีการบริหารจัดการให้กับจังหวัดที่มีศักยภาพ (นำร่อง) ในด้านดังกล่าวรวมถึงด้านอื่น ๆ เริ่มต้นจากการศึกษากรณีการบริหารจัดการที่เกิดขึ้นในต่างประเทศโดยเฉพาะประเทศในกลุ่ม OECD และศึกษาจังหวัดชายแดน ได้แก่ จังหวัดเชียงราย ตาก และหนองคาย ในท้ายที่สุดได้เลือกศึกษา 1 จังหวัดที่มีศักยภาพ (นำร่อง) คือ จังหวัดเชียงราย ดำเนินการจัดประชุมเชิงปฏิบัติการกับหน่วยงานที่เกี่ยวข้องเพื่อรับฟังสภาพการณ์ด้านต่าง ๆ และนำข้อมูลเหล่านั้นมาจัดทำเป็นผลการศึกษาโดยสรุป ดังนี้ 1) แนวทางและวิธีการบริหารจัดการที่มีประสิทธิภาพ อันเป็นกลไกในการขับเคลื่อนการเป็นเมืองสำคัญที่มีศักยภาพ (นำร่อง) เพื่อเชื่อมโยงโอกาสสู่อาเซียน เป็นผลการศึกษาจากการลงพื้นที่จังหวัดเชียงราย และได้นำข้อมูลสภาพการณ์ สภาพปัญหา ศักยภาพของจังหวัดดังกล่าว มาจัดทำแนวทางและวิธีการบริหารจัดการในแต่ละด้าน เช่น ด้านการค้าและการลงทุน ด้านการต่างประเทศ ด้านแรงงาน ด้านความมั่นคง เป็นต้น 2) แผนการดำเนินการแปลงแนวทางและวิธีการบริหารจัดการที่มีประสิทธิภาพอันเป็นกลไกในการขับเคลื่อนการเป็นเมืองสำคัญที่มีศักยภาพ (นำร่อง) ไปสู่การปฏิบัติ เป็นการนำรายงานผลการศึกษาแนวทางและวิธีการบริหารจัดการที่มีประสิทธิภาพในรายงานข้างต้นมาแปลงเป็นแผนการดำเนินงานที่จะนำไปสู่การปฏิบัติในแต่ละด้าน รวมทั้งบทบาทของหน่วยงานที่เกี่ยวข้องทุกภาคส่วนที่จะเข้ามาร่วมกันขับเคลื่อนงาน 3) สรุปผลการทดลองดำเนินการตามแนวทางและวิธีการบริหารจัดการที่มีประสิทธิภาพอันเป็นกลไกในการขับเคลื่อนการเป็นเมืองสำคัญที่มีศักยภาพ เป็นการนำผลการจัดทำข้อเสนอระยะสั้น ระยะกลาง และระยะยาว ลงไปจัดประชุมเชิงปฏิบัติการและรับฟังความคิดเห็นจากทุกภาคส่วนในจังหวัดเชียงราย และจัดทำเป็นรายงานบันทึกการประชุมเชิงปฏิบัติเพื่อความเข้าใจร่วมกันให้แต่ละหน่วยงานลงนามเห็นชอบ 4) แนวทางและวิธีการบริหารจัดการที่มีประสิทธิภาพขั้นพื้นฐาน อันเป็นกลไกในการขับเคลื่อนการเป็นเมืองสำคัญที่มีศักยภาพ เพื่อเชื่อมโยงโอกาสสู่อาเซียน เป็นการจัดทำแนวทางและวิธีการบริหารจัดการให้กับจังหวัดที่มีศักยภาพในด้านอื่น ๆ โดยอาศัยกลไกที่มีอยู่ในระดับจังหวัดเป็นตัวขับเคลื่อนที่สามารถดำเนินการได้ในทันที เช่น คณะกรรมการบริหารงานจังหวัดแบบบูรณาการ (ก.บ.จ.) การจัดตั้งคณะทำงาน เป็นต้น

The objectives of the Enhancing Managerial Capacity of the Provincial and Provincial Cluster Administration: A Framework for the Development of Potential Cities towards ASEAN Connectivity are 1) to study and analyze potential of the good management system in the province both problems and obstacles, including a comparative study of models and develops the good management system of potential cities are the data that specifies models and procedures to develop of the management system, and the propellant province machinery could achieve the strategic, 2) to define the models of the developing structure and management system in the province that promote to support and enhance the potential of province was a potential major city for creating opportunities in the developments what linked to ASEAN. Research procedure in this project, the researcher chose to study “border trade and investment cities” to present the guidelines and procedures for managing the potential province (pilot) in that field includes others. Starting studies the administrative cases in the countries, especially the OECD and studying the border provinces such as Chiang Rai, Tak, Nong Khai. At the end, the researchers chose a potential province (pilot) where it is Chiang Rai. Afterwards, the next research procedures are the workshops with the relevant sectors for listening the situations, and bring these information to form the study yields the following findings: 1) Guidelines and procedures of the effective management are machinery to drive the potential city (pilot) links to ASEAN. These were the study yields from the Chiang Rai field. And used the data about situations, problems, and potentials of province to do the guidelines and procedures such as trade and investment, foreign affair, labor, security etc. 2) An action plan that changes the guidelines and procedures of the effective management are machinery to drive the potential city (pilot) bring about to the actions. Namely, bringing those study yields change to all action plans to include the roles of the involved sections that will work together. 3) The conclusion of experimental process carried out according to the guidelines and procedures for effective management are machinery to drive the potential city as bringing short-term, medium-term, and long-term proposal hold the workshop and listen to the opinions of all sectors in Chiang Rai. Finally, prepared a common understanding minutes report from workshop signed by who take part this workshop to approve of it. 4) Primary guidelines and procedures for effective management as machinery to drive the potential city that links to ASEAN are created for other potential provinces. By using the machineries that operated in province, can be implemented immediately the processes such as the Committee of Integrative Province Administration, setting the working groups etc.
