จ้างที่ปรึกษาการจัดทำข้อเสนอแนวทางการอนุรักษ์และใช้ประโยชน์ความหลากหลายทางชีวภาพในพื้นที่กรรมสิทธิ์ (Privately Protected Areas : PPA และ Private-Land Conservation Areas : PLCA)

Abstract

โครงการจัดทำข้อเสนอแนวทางการอนุรักษ์และการใช้ประโยชน์ความหลากหลายทางชีวภาพในพื้นที่ กรรมสิทธิ์ ซึ่งเป็นส่วนในการสนับสนุนประชาชนในพื้นที่มีส่วนร่วมในการอนุรักษ์ความหลากหลายทางชีวภาพ โดยมีการศึกษาวิจัยในด้านแรงจูงใจ กลไกด้านเศรษฐศาสตร์ การเงิน กลไกด้านสังคม วัฒนธรรม และสุขภาพ กลไกด้านสิ่งแวดล้อม และกลไกด้านกฎหมาย สนับสนุนต่อการขยายตัวการใช้ประโยชน์พื้นที่กรรมสิทธิ์ในเชิง อนุรักษ์ความหลากหลายทางชีวภาพตามนโยบายสำนักงานพัฒนาเศรษฐกิจจากฐานชีวภาพ (องค์การมหาชน) หรือ สพภ. ในการส่งเสริมให้ประชาชนอนุรักษ์และใช้ประโยชน์ความหลากหลายทางชีวภาพ มีวิสาหกิจชุมชน 16 แห่งที่กระจายพื้นที่ทั่วจังหวัดน่าน ซึ่งเป็นพื้นที่ปลูกไผ่มีทั้งในรูปแบบ สปก. คทช. หรือ นส4

โดยมีวิสาหกิจชุมชนวัดโป่งคำ ต.ดู่พงษ์ อ.สันติสุข จ.น่าน เป็นศูนย์กลางของการประสานงานพื้นที่ ซึ่งเข้าเกณฑ์ 6 ประเด็นในการคัดเลือกพื้นที่นำร่อง ได้แก่ (1) ศักยภาพด้านทรัพยากรความหลากหลายทาง ชีวภาพ (Biodiversity) (2) ศักยภาพทางกายภาพของพื้นที่ (Geographical) (3) ศักยภาพและความพร้อมทางเศรษฐกิจและการพาณิชย์ ผลิตภัณฑ์และบริการ (Product and Service) (4) ศักยภาพด้านบุคลากร (People) (5) ศักยภาพด้านการจัดการและการมีส่วนร่วม (Management and Cooperation) และ (6) ศักยภาพด้านเทคโนโลยี (Technology)

พื้นที่นำร่องมีขนาดพื้นที่โดยรวมกว่า 20,000 ไร่ ได้ดำเนินการปลูกป่าไผ่ เพื่อนำมาใช้ประโยชน์ใน ทางการอนุรักษ์และการใช้ประโยชน์ในทางผลิตภัณฑ์ อันจะนำไปสู่การขับเคลื่อนวิสาหกิจเพื่อสังคม (SE) ตาม พรบ.ส่งเสริมวิสาหกิจเพื่อสังคม พ.ศ. 2562 ที่คำนึงถึงสิ่งแวดล้อม สังคม และธรรมภิบาล (ESG) รวมถึงการพัฒนาไปสู่ระบบเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจสีเขียว (Bio-Circular-Green Economy : BCG Model) และนำแนวคิดด้านการอนุรักษ์และการใช้ประโยชน์ความหลากหลายทางชีวภาพในพื้นที่กรรมสิทธิ์อยู่บนพื้นฐานของกรอบการพัฒนาและอนุรักษ์เพื่อเพิ่มมูลค่าทางเศรษฐกิจจากฐานชีวภาพ ร่วมกับ ทฤษฎีประสิทธิภาพแบบพาเรโต (Pareto Efficiency) เพื่อวิเคราะห์ความเป็นไปได้และการตัดสินใจด้านการลงทุนให้เกิดประโยชน์ทางเศรษฐกิจ สังคม และสิ่งแวดล้อมที่เหมาะสมที่สุด (Pareto Optimally) นำไปสู่การระดมทุนในระดับสากล ทั้งในรูปแบบ Foreign Direct Investment (FDI) และ crowdfunding เพื่อเชื่อมโยงกับสินทรัพย์ที่มีตัวตน และสินทรัพย์ดิจิทัล นำไปสู่การเพิ่มมูลค่าของผลิตภัณฑ์และบริการและมูลค่าโดยรวมของโครงการส่งเสริมการปลูกไผ่เพื่ออนุรักษ์ความหลากหลายทางชีวภาพ และการใช้ผลิตภัณฑ์จากไผ่เพื่อขับเคลื่อนเศรษฐกิจฐานชีวภาพของเครือข่ายวิสาหกิจชุมชนจังหวัดน่าน เกิดการพัฒนารูปแบบการขับเคลื่อนกิจกรรมเป็นวิสาหกิจเพื่อสังคม (SE) ที่ดำเนินธุรกิจที่มีผลต่อความหลากหลายทางชีวภาพ เพื่อให้ได้รับตรารับรองผลิตภัณฑ์และบริการความหลากหลายทางชีวภาพตามมาตรฐาน ISO/TS331 ในอนาคตได้

The project offers guidelines for the conservation and utilization of biodiversity in proprietary areas, which contributes to supporting local people in participating in biodiversity conservation. The research is conducted to analyze the motivation from various driving mechanisms including economics, finance, social, cultural, health, environmental and legal the support the expansion of biodiversity conservation from privately owned lands and areas in accordance with the policy of the biodiversity economic development agency (public organization) or BEDO, to encourage people to conserve and utilize biodiversity more consciously, and in the pilot project, there are 16 community enterprises participating throughout Nan province with their land privilege in various forms of authorization.

A community enterprise in Wat Pong Kham, Du Phong, Santisuk, Nan province, is the center of pilot project coordination, which meets 6 criteria for the selection of pilot areas: (1) biodiversity potential, (2) physical potential of the area (geographical), (3) economic and commercial potential and readiness (products and services), (4) people potential, (5) management and cooperation potential, and (6) technology potential.

The pilot area of more than 20,000 rai, has been carried out to grow bamboo forests for conservation and product utilization, which will lead to the drive of social enterprises (SE) in accordance with the social enterprise Promotion Act B.E. 2562 (2019) that help constitute the environment society and good governance (ESG) as well as the development towards a bio- circular-green economy (BCG Model) and the concept of conservation and utilization of biodiversity in proprietary areas, based on a development and conservation framework to increase economic value from a bio-based development together with Pareto efficiency theory to analyze feasibility and investment decisions for economic benefits. Pareto Optimally leads to international funding both in the form of Foreign Direct Investment (FDI) and crowdfunding to link up with tangible and digital assets. This will lead to an increase in values of products and services and the overall value of bamboo cultivation promotion projects to conserve biodiversity, and also the use of bamboo products to drive the bio-based economy of the Nan provincial community enterprise network. Developing a model to drive activities as a social enterprise (SE) will conduct biodiversity business practices to obtain the certification of biodiversity products and services in accordance with ISO/TS331 in the future.
