การศึกษานี้เป็นการพัฒนาดัชนีสันติภาพไทย (TPI) ประกอบด้วย 4 ดัชนีหลัก 34 ดัชนีย่อย ดัชนีเหล่านี้ทั้งหมดได้รับการพัฒนาตามมาตรการที่ใช้ในระดับสากล แต่ได้รับการคัดเลือกและปรับให้เข้ากับบริบทของไทย ดัชนีหลัก 4 ตัว ได้แก่ การขาดความรุนแรงทางกายภาพ ความปลอดภัยและประกันสังคม การยอมรับความหลากหลายและสิทธิมนุษยชน และความเหลื่อมล้ำในสังคม โดยพบว่า ค่า TPI อยู่ที่ 3.37 ซึ่งถือว่าอยู่ในระดับปานกลางเพื่อสันติภาพ ในบรรดาดัชนีทั้ง 4 ด้าน ด้านความปลอดภัยและประกันสังคมได้คะแนนต่ำสุดที่ 3.29 การระบาดของ COVID-19 ไม่ส่งผลกระทบต่อคะแนนดัชนีสันติภาพโดยรวม อย่างไรก็ตาม ดัชนีย่อยเกี่ยวกับความรุนแรงทางร่างกายนั้นต่ำกว่าค่าในปี 2020 เล็กน้อย มีข้อเสนอแนะสามข้อจากการศึกษานี้ ประการแรก การส่งเสริมสันติภาพควรได้รับการแปลเป็นภาษาท้องถิ่น เนื่องจาก TPI ระดับจังหวัดแสดงให้เห็นถึงความแตกต่างของระดับสันติภาพในระดับสูง ประการที่สอง ขณะพัฒนา TPI ความท้าทายหลักประการหนึ่งคือการขาดข้อมูลที่ทันท่วงที ในขณะที่ใช้ประมาณการทางสถิติเพื่อเอาชนะข้อบกพร่องดังกล่าวในการศึกษานี้ การมีข้อมูลจริงสำหรับการคำนวณจะมีความแม่นยำมากขึ้น สุดท้ายนี้ควรส่งเสริมและใช้ TPI ให้ประชาชนได้ตระหนักรู้ในประเด็นต่างๆ รวมทั้งให้หน่วยงานของรัฐที่เกี่ยวข้องรับทราบสถานการณ์ของประเทศทั้งในระดับประเทศและระดับจังหวัดมากขึ้น This study develops the Thai Peace Index (TPI). It consists of 4 main indices, with 34 sub-indices. All of these indices were developed based on internationally used measures; they, however, have been selected and adjusted to suit the Thai context. The 4 main indices are lack of physical violence, safety and social security, acceptance of diversity and human rights, and inequality in the society. It has been found that the TPI is 3.37, which is considered moderate level for peace. Among the 4 indices, safety and social security aspect attains the lowest score of 3.29. The outbreak of COVID-19 did not affect overall Peace Index score. The subindex on physical violence, however, was slightly lower that its 2020 value. There are three recommendations from this study. First, promotion of peace should be localized as the provincial-level TPI shows high variations in the level of peace. Second, while developing the TPI, one of the main challenges was the lack of timely data; while statistical projections were used to overcome such deficiency in this study, it would be more accurate to have real data for the calculation. Lastly, TPI should be promoted and used by the public so as to raise awareness of the people on the issues as well as to make relevant government agencies become more informed about the country’s situation both at national and provincial level. |
