ประเมินผลการดำเนินงานตามนโยบายและแผนปฏิบัติราชการระยะ 3 ปี (พ.ศ. 2563 - 2565) ของกรมการพัฒนาชุมชน ระยะต้นแผน

Abstract

การประเมินผลการดำเนินงานตามนโยบายและแผนปฏิบัติราชการระยะ ๓ ปี (พ.ศ. ๒๕๖๓-๒๕๖๕) ของกรมการพัฒนาชุมชน ระยะต้นแผน มีวัตถุประสงค์เพื่อ 1. ประเมินผลสัมฤทธิ์การดำเนินงานตามนโยบายและแผนปฏิบัติราชการระยะ ๓ ปี (พ.ศ. ๒๕๖๓-๒๕๖๕) ของกรมการพัฒนาชุมชน ระยะต้นแผน ๒. เพื่อประเมินความพึงพอใจจากการดำเนินงานตามนโยบายและแผนปฏิบัติราชการระยะ ๓ ปี (พ.ศ. ๒๕๖๓-๒๕๖๕) ของกรมการพัฒนาชุมชน ระยะต้นแผน และ 3. เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จ และตัวอย่างความสำเร็จจากการดำเนินงานตามนโยบายและแผนปฏิบัติราชการระยะ ๓ ปี (พ.ศ. ๒๕๖๓-๒๕๖๕) ของกรมการพัฒนาชุมชน ระยะต้นแผน ผลการประเมินพบว่า แผนฉบับนี้จัดทำขึ้นเพื่อมุ่งหวังให้เกิดประโยชน์ต่อการขับเคลื่อนการดำเนินงานพัฒนาชุมชนให้บรรลุผลตามเป้าหมายอย่างเป็นรูปธรรม ตามยุทธศาสตร์ชาติ พ.ศ. 2561-2580 แผนแม่บทภายใต้ยุทธศาสตร์ชาติ แผนการปฏิรูปประเทศ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 และนโยบายและแผนระดับชาติว่าด้วยความมั่นคงแห่งชาติ โดยผลสัมฤทธิ์การดำเนินงาน การประเมินด้านบริบทหรือสภาวะแวดล้อมในภาพรวม มีค่าเฉลี่ยระดับมาก 3.83 (S.D. = .587) ผลสัมฤทธิ์การดำเนินงาน การประเมินปัจจัยนำเข้าในภาพรวม มีค่าเฉลี่ยระดับมาก 3.60 (S.D. = .592) ผลสัมฤทธิ์การดำเนินงาน การประเมินกระบวนการในภาพรวม มีค่าเฉลี่ยระดับมาก 3.79 (S.D. = .585) และผลสัมฤทธิ์การดำเนินงาน การประเมินผลผลิตในภาพรวม มีค่าเฉลี่ยระดับมาก 3.64 (S.D. = .518) นอกจากนี้ยังพบว่า ตัวชี้วัดของโครงการ กิจกรรมต่าง ๆ ภายใต้นโยบายและแผนปฏิบัติราชการของกรมการพัฒนาชุมชน มีความชัดเจน และสอดคล้องกับเป้าหมายที่ถูกกำหนดเอาไว้มีความชัดเจนและสอดคล้องกับเป้าหมายในการดำเนินโครงการและกิจกรรม ตามนโยบายและแผนฯ เนื่องด้วยต้องปฏิบัติให้สำเร็จตามตัวชี้วัดที่กำหนด นอกจากนี้โครงการ กิจกรรมต่าง ๆ ที่เกิดขึ้นตามนโยบายและแผนการปฏิบัติราชการของกรมการพัฒนาชุมชนก่อให้เกิดประโยชน์ต่อกลุ่มเป้าหมายและผู้มีส่วนได้เสียของโครงการเกิดประโยชน์ต่อกลุ่มเป้าหมายเป็นอย่างยิ่ง ทำให้ประชาชนในพื้นที่มีรายได้และมีแหล่งจำหน่ายสินค้าและผลิตภัณฑ์ของชุมชน ทำให้คนในชุมชนเกิดความร่วมมือและความสามัคคีกัน สร้างสัมพันธภาพที่ดีในการอยู่ร่วมกันของคนในชุมชน สร้างสภาพแวดล้อมที่ดีในการอยู่ร่วมกัน สำหรับผลกระทบในแง่ลบต่อกลุ่มเป้าหมายและผู้มีส่วนได้เสียของโครงการ พบว่า ยังไม่ครอบคลุมประชากรทั้งหมู่บ้านในการเข้าร่วมกิจกรรม นอกนั้นผลกระทบจากการจัดเก็บข้อมูล จปฐ. เกิดผลกระทบหลากหลาย โดยเฉพาะการเข้าถึงระบบในการจัดเก็บข้อมูลและการใช้ประโยชน์จากการเก็บข้อมูล ทั้งนี้ การกำหนดนโยบายควรคำนึงถึงเป้าหมายเชิงบูรณาการทั้งทางด้านเศรษฐกิจ สังคมเทคโนโลยี และนวัตกรรมบนฐานของภูมิปัญญาไทย ในขณะเดียวกันก็ไม่ละทิ้งที่จะเปิดใจรับกระแสแห่งความเป็นสากลอย่างชาญฉลาดและรู้เท่าทัน และการตระหนักและให้ความสำคัญกับการใช้ประโยชน์เพื่อการขับเคลื่อนองค์กรให้สามารถไปได้ไกลกว่าเดิม สามารถพลิกวิกฤติจาก Digital Disruption ให้กลายมาเป็นโอกาสที่จะสร้างสิ่งใหม่ ๆ ในงานพัฒนาชุมชน The objectives of the performance evaluation based on the first phase of the 3-Year Action Plan and Policy (2020-2022) of Community Development Department are to 1. evaluate the achievement of the performance based on the first phase of the 3Year Action Plan and Policy (2020-2022) of Community Development Department; 2. evaluate the satisfaction of the performance based on the first phase of the 3-Year Action Plan and Policy (2020-2022) of Community Development Department; and 3. study factors that affect the achievement and success stories from performances based on the 3-Year Action Plan and Policy (2020-2022) of Community Development Department. Evaluation results found that this Plan is created with the aim to benefit pushing forward the operation of Community Development Department to achieve practical goals per the National Strategy 2018-2037, the role model plan under the National Strategy, National Reform Plan, National Economic and Social Development Plan, 12th Volume, and National Policy and Plan on National Security. The achievement of the performance and evaluation on overall context or environment has a high average value of 3.83 (S.D. = .587); the achievement of the performance and evaluation on overall import factor has a high average value of 3.60 (S.D. = .592); the achievement of the performance and evaluation on overall process has a high average value of 3.79 (S.D. = .585); and the achievement of the performance and evaluation on overall productivity has a high average value of 3.64 (S.D. = .518). Furthermore, it is revealed that the indicators for projects and activities under the Action Plan and Policy of Community Development Department is clear and corresponds with the goals that have been set, is clear and corresponds with the goals in operating projects and activities per the policy and plan, as it is required to achieve the stipulated indicators. Also, projects and activities that arise based on the Action Plan and Policy of Community Development Department has benefits target groups and stakeholders of the projects, immensely benefits target groups. Local people have more income and distribution centers for community goods and products. This allow the people to cooperate and harmonize, building positive relationships in living together in the community, creating good co-existing environment. As for the negative impacts to the target groups and stakeholders of the projects, it is revealed that it does not encompass the entire community that participated in the activities. Furthermore, there are various effects from collecting Basic Minimum Needs data, especially accessing the system in collecting and utilizing data. In this regard, stipulated policies should take into account the integrated goals including economic, social, technology and innovation on the basis of Thai local wisdom. At the same time, smartly and opening up to international trends should not be disregarded and be well-informed. Also, it is being aware and give importance to utilization to push forward the cooperate to able to reach further, able to turn a crisis of digital disruption into various new opportunities on community development works.
